We have an exciting opportunity for a Security Manager to develop our strategy in security risk management. The role will play a key part in further embedding the organisation’s culture around effective safety and security management working directly with OPM teams overseas. Oxford Policy Management has delivered over 1,500 projects in 100 countries and we have 350 full-time staff based in 9 country office locations. This role will be based in Oxford with frequent travel to overseas OPM International and Project Offices.

Role Responsibilities:

Direction and Structure
Provide strategic leadership of security risk management issues, driving accountability and implementation of security management throughout OPM.
Create a culture of safety and security training for OPM staff globally resulting in a strong culture of security
Strategic planning, analysis and operational implementation of an effective and engaging security system (in conjunction with the Management Team), which is legally compliant and suitable to the company’s future needs.This is likely to include building and managing an internal security team.
Deliver briefings and provide context to the Board and Management Team, to help establish a clear sense of mission and a culture of security awareness in OPM.
Management of external security advisors and third parties.

Risk Assessment and Management
Strategic planning, analysis, and operational execution of security programs
Ensure Programme Directors, Country Directors and Project Managers are provided with the necessary professional training, advice and support to enable them to take decisions on, and manage, security in their projects and particularly in the countries where OPM has international offices or project offices. Security management should advise, support and enable programmes at all levels.
Ensure the provision of project level security advice and support: risk assessments, field visits, project security plans, and project office reviews, with a particular focus on long-term and/or complex projects operating in High and Extreme risk or FCAS areas.
Review physical security measures to ensure that proper security systems are in place and functional in new and any existing facilities
Ensure that security project plans are implemented and measure effectiveness
Advise on security risk ratings for countries of operation, including updating advice and guidance to the Management Team on emerging security risks and how best to mitigate them.
Build risk assessment and management capabilities in International Offices, including audits and regular reviews of security procedures.
Provide quality control of security risk management throughout OPM, ensuring compliance with standards of service across multiple sites
Ensure that appropriate procedures are consistently communicated, applied and adhered to by sub-contractors and third parties for whom the company has a duty of care.
Operate as an integral member of the Crisis Management Team, acting upon and learning from incidents.

Resourcing and Capabilities
Take responsibility for standard-setting and training of the International Office Security Managers/ Focal Points and for ensuring quality control.
Work with key internal teams and stakeholders (eg Project Services) to encourage continuous learning and improvements to security policies and procedures.
Build crisis management capacity in Oxford and internationally, including training and practice scenarios.
Define the role of external advisors or other resources in supporting the work and remit of the Global Security Manager.Manage the relationship between external security suppliers and OPM.
Oversee the development, roll out and delivery of regular training and pre-deployment briefings.
Ensure appropriate equipment and guidance materials are available to all travellers and offices.
Advise on appropriate resources and systems to support the company in delivering security management and fulfilling its duty of care.

Experience and skills
Senior individual with a combination of security and development experience (>8 years)
Comprehensive risk assessment experience of locations, individuals, situations, and challenges
Strong evidence of developing security plans and ensuring compatibility between risk management plans, liability considerations and business objectives
Able to integrate and work effectively with a range of international and national individuals
Active management of security in the field, in an international development context or similar
Proven experience in building and managing teams in a change management context
Strong presentation skills, being able to adapt to a variety of audiences and situations
Team player but with the ability to take responsibility, use initiative, and make decisions confidently
Able to communicate and influence at all levels
Calm and measured approach to handle demands appropriately, often under pressure.
