Org. Setting and Reporting

These positions are located in the African Union - United Nations Mission in Darfur (UNAMID). Under the overall supervision of the Chief Security Advisor (CSA), the Security Officer, FS-5, reports to a Field Security Coordination Officer (FSCO), on all security operations as assigned.Responsibilities

Within limits of delegated authority, the Security Officer, FS-5, may be responsible for the following duties:
•Assists the CSA/DCSA/Security Coordination Officers in the office management procedures and/or supervise a Security Unit, as needed;
•Develops and monitors the implementation of security contingency plans for a security unit;
•Assesses prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependants on security issues;
•Cooperate closely on security matters with the team site PKF/Police component, Agencies Fund and Programmes (AFPs) and INGO operating in the area to ensure the best possible coordination on security related matters, achievement of UNAMID mandate, safe delivery of UN programs and other humanitarian activities ;
•Evaluates air, land and sea emergency evacuation capability; conducts evacuation exercises and recommends appropriate action;
•Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System;
•Prepare and maintain an update SRAs for the team site, AFP facilities activity specific SRAs as needed;
•Monitors, conducts or coordinates security operations;
•Prepare and maintain an update Security Plan including contingency plans for the team site in accordance with UN security guidelines;
• Establish security coordination/liaison with the local security authorities, as well as the different movements operating in the AOR. Develop good contacts with national law enforcement agencies, with a view to obtain the best possible protection for staff members deployed in the team site as well as UN staff on mission;
•Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary;
•Conduct periodic assessment and survey on MOSS and MORSS at the team site, AFP sub offices and staff, recommend and advice on compliance of the same, follow up and report to the sector Security HQ.
•Maintains office security by conducting physical security inspections of facilities;
•Assumes responsibility for guard force management; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
•Provides advice and training to UN personnel and eligible dependants on security matters, as assigned;
• Maintain an updated list of all the team site, including all details of visiting mission and consultants
•Investigates security-related incidents involving UN personnel, project personnel or eligible dependants;
•Identifies gaps in existing capability and make recommendation for amendment where necessary;
•Contributes to the planning process of protective services for Senior UN Officials, as necessary;
• Submit daily security situation report, flash reports and other incident reports to the sector security HQ with courses of action taken and recommendation;
•Inspects Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
•Coordinates issuance of identity cards, background checks and entry controls, as appropriate;
•Sets up and manages a warden system according to policy;
•Acts as Duty Officer within the Security Section;
•Performs other duties as required.

Education

• High school diploma or equivalent technical or vocational certificate.
• UN DSS certification in any of the following is an asset: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Close Protection Officers Course, Security Investigation.

Work Experience

•A minimum of eight years of progressively responsible experience in the military, police or security management is required;
•A minimum two years of experience in security operations centres or similar within a military, police or security organization is required; and
•At least one year experience and exposure at the international level and in a conflict or post conflict environment is required.


Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of a second official United Nations language is an advantage.Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
