CARE Is seeking to hire a Deputy Director Operations (DDO), Regional Security Manager ARMU who will be based in the CARE USA Regional Office (Bangkok, Thailand) and report to the Director, CARE Security Unit (CSU). The DDO will support all operational functions of the CSU, working closely with the Regional Security Managers (RSMs) and the CSU Director, ensuring that the CSU maintains a high operational tempo, meets its operational priorities and retains effective appropriate systems and procedures to support the same.
The Deputy Director, Operations will provide a key coordination function for the CSU and CARE’s programs across five operational regions. The post holder will be responsible for maintaining the CSU’s administrative and knowledge management platforms and supporting RSMs and with operational planning and delivery.
The DDO will also maintain all duties and responsibilities as the Regional Security Manager for Asia through the Regional Management Unit (ARMU), supporting CARE USA Country Offices (COs) and Emergency Responses in this region.
The DDO will also be required to act as the regional security lead in emergency, humanitarian deployments and crisis incidents, required to travel extensively and to deploy at short notice to volatile and dangerous locations supporting Regional and Country Offices in addressing deteriorating security situations, facilitate the development of security strategies and plans, provide training to senior staff in critical incident management, security awareness and other areas relevant to security and provide technical assistance, as well as provide regional and country office specific assessments to any CARE USA country office.
The post holder will be required to demonstrate a high level of socio-cultural, political and economic understanding of the many contexts in which CARE works. S/he will also develop a solid working knowledge of CARE's program framework in order to provide guidance and direction for safety and security which supports CARE's vision and mission promoting and enhancing the organizational culture of security.
Qualifications
Bachelor's or Master’s degree in a relevant field or equivalent professional experience, to include technical qualifications and/or certifications
5 years’ experience in assisting international organizations in developing and managing security strategies in the development and humanitarian settings to include conflict environments and/or developing countries.
Demonstrable experience of managing multicultural teams across complex global operations
5 years’ experience of managing multi-cultural teams in complex environments
Strong assessment, evaluation, analytical and operational planning skills
Train the Trainer or equivalent technical qualifications/skills and ability to effectively develop and deliver high-quality and high-impact training to a diverse range of training students
Demonstrated ability to manage multiple tasks under stressful conditions
Political acumen and people skills
Excellent oral and written communication skills (English)
