Security and Transport Manager , Middle East

Job Summary:
The Security and Transport Manager will be responsible for day-to-day security of the project including the management of all security personnel. The Security and Transport Manager is responsible for following and implementing organizational and country security standards and policies and developing and implementing security action plans and security improvements/updates. The Security and Transport Manager may conduct security surveys to ensure proper security measures are in place. The Security and Transport Manager is also responsible for transportation related systems to ensure proper procedures including airport pick up and drop off all consultants and staff. The Security and Transport Manager reports to Director of Shared Services.

Primary Duties and Tasks:
Supervise drivers, watchmen and other staff in the security department; ensure that staff follow all security protocols and procedures; develop and post staff monthly schedule and workplans;
Ensures regular training and updates for security staff and conducts surprise inspections and checks to make sure staff are following protocols; provides immediate feedback during after action reviews.

Implement and monitor project security standards and policies and ensures all staff and visiting consultants understand and follow these protocols; conducts regular staff training and drills for evacuation and security emergencies;
Maintain excellent inter-office communication on security related issues to leadership, HQ office, staff and consultants in a timely manner ? this includes in-briefings, security and incidence reports, emergency warnings and updates, etc.;
Develop security action plans to address identified security gaps and work with security advisors and project leadership to address these issues;
Collect day-to-day security updates and intelligence from relevant agencies (local partners, security staff and contacts at other implementing NGOs, government authorities, media, etc.) and disseminate relevant information to all project staff and project leadership;
Work closely with Director of Shared Services on all aspects of security management, measures and communication);
Conduct routine security surveys of office and residence areas to ensure security measures are in place, use handbook gaps, abnormal situations and/or incidents;
In collaboration with Security Officers and using security standards, monitor security guards? daily performance and communicate feedback for improvement;
Develop routes schedules and maps for international and national shuttles and ensure that drivers are following security protocols and varying transport routes;
Manage International Airport pick up and drop off for all project consultants/staff and keep the project vehicle airport gate pass safe and in secure place (not in vehicle);
Develops driver and watchmen schedules and works closely with operations department re- operational issues.
Activate the security tree as instructed by the Chief or Deputy Chief of Party when the security situation dictates and communicate and implement advisories and security instructions;
Alert staff of new security threats, propose response measures and communicate security instructions to all;
Coordinate with external security provider periodic refresher security training for staff;
Provide relevant and accurate security briefings for incoming project consultants and staff (security situation, security policies & procedures and etc.).
Other work as assigned by Deputy COP or COP.

Requirements
Job Requirements:

High school degree is required; bachelor and/or master?s degree in the area of business or other field a plus
Proven competency in planning, organizing, and managing activities.
At least 5 years? experience overseeing security for an international NGO or USAID project; understanding of USAID regulations an advantage.
Experience with managing security for a project in similar size a plus.
Proficiency in MS Office applications and financial software designed for small and medium size business.
Sound written and verbal communication skills in Arabic and English.
Strong supervision skills to ensure activities, schedules, standards and progress are reviewed and monitored.
Experience leading, mentoring, and motivating staff; a good understanding of performance management.
Demonstrates good judgment and decision making.
