Security and Justice Advisor

Location: Yangon, Myanmar 

Reporting to: Country Manager, Myanmar  


The role is based in  Yangon office and works closely with our headquarters in London and regional offices across Asia. It will include significant travel within Myanmar. 

Job Purpose: 
The main focus of the Security and Justice Advisor is to support the implementation of the PSF funded project and the development of the wider Myanmar country programme with a particular focus on security, justice, conflict sensitivity and related thematic components. The Advisor will also support the strategic planning and implementation of organization’s programme and policy work on gender, peace and security. S/he will manage relationships with programme partners and outreach to national, regional and international stakeholders. The post holder will also be responsible for supporting programme delivery against objectives. 

Key responsibilities will include supporting the Country Manager in strengthening and further developing the Myanmar country strategy, developing and fundraising for new projects, overseeing project implementation, developing our network of contacts in Myanmar. 

This position is an exciting opportunity to play a role in organization’s country office and a multi-faceted programme. As the programme portfolio develops, the post-holder will contribute learning generated by all of our projects into organization’s evolving strategy in Myanmar and the organisation as a whole. 

Key areas of responsibility with a particular focus on security, justice, conflict sensitivity and related thematic components: 
1: Strategic development and programme design 
2: Programme implementation, monitoring and evaluation 
3: Build and maintain effective relationships in support of organization’s work in Myanmar. 

Detailed Actions: 
1: Strategic development and programme design 
 Significant contribution to the development of Myanmar’s country strategies and other internal planning and reporting documents in line with  organisational processes. 
 Pursue opportunities to develop security and justice related work in Myanmar and other areas of organization’s expertise, e.g. conflict sensitive development, gender equality and governance. 
 Play a key role in strategic planning and implementation regarding  policy work on gender, peace and security 
 Lead and guide the development of a Myanmar security and justice strategy. 

2: Programme implementation, analysis, research, monitoring and evaluation 
 Assist in the implementation of security and justice thematic components in the Myanmar Programme as well as developing frameworks for planning, monitoring and evaluation. 
 Assist the Programme team in coordinating work with partners to deliver timely and high quality activities, including training and consultations. 
 Manage thematic research activities and regular conflict analyses, working with partner organisations, consultants and colleagues. 
 Assist with the delivery of trainings, including designing, facilitating or co-facilitating where necessary 
 Build and maintain strong relations with staff in partner organisations who are working on project implementation 
 Ensure timely completion of internal reporting requirements and contribute to the completion of donor reports. 

3: People and organisational strengthening 
 Support professional development of in-country staff, partner organisations and project stakeholders in developing their skills and expertise in community security and justice, as it relates to and can inform security sector governance. 
 Act as a Security and Justice focal point and develop an effective network of stakeholders in support of  work in Myanmar 
 Maintain donor relationships and ensure reporting requirements are met. 3: Build and maintain effective relationships 
 Strengthen contacts and coordination with other international actors (governmental and NGO) engaged in the security and justice sector in Myanmar and develop and implement a strategy to ensure their meaningful participation in relevant policy dialogue processes ( national, regional and international)  
 Identify policy development opportunities at the regional and international level. 
 Ensure effective communication of results, and lessons emanating, from conflict security and justice programming in Myanmar and within organization
 Identify and build synergies between the plans and strategies of the conflict, security and justice programming and the wider organisation. 


PERSON SPECIFICATION 
 A Master’s degree in security/ justice studies, international relations, Law, peace/conflict studies, (or equivalent professional experience); 
 An excellent understanding and experience of the Myanmar context and knowledge of the wider south and south-east Asia regions, particularly issues related to conflict, peace and security. 
 Five – seven years’ relevant experience working in project management and implementation, including programme monitoring, learning and evaluation; 
 Significant experience supporting partners, CBOs and NGOs engaged in and working with local communities, and between local communities and authorities. 
 An excellent knowledge of the discourse on security and justice development, community security, human rights, conflict prevention and gender equality; 
 Proven experience of conducting high quality social research and providing capacity building on issues related to conflict, security and justice and/or governance. 
 Experience supporting civil society with policy formation and advocacy towards authorities, donors, and/or non-governmental organisations on security, justice and conflict sensitivity (preferably in Myanmar, South or Southeast Asia) 
 Excellent written and spoken English is essential. Knowledge of Myanmar language would be an added advantage. 
 Experience of working in complex and politically-sensitive contexts, and excellent political judgement; 
 Experience and skills in project management; 
 Ability to work in a non-partisan manner, sensitive to cultural and ethnic differences; 
 A team player: able to demonstrate a constructive, cooperative and problem-solving approach; 
 Willingness to travel within Myanmar, the region, to Europe and the US. 


TERMS AND CONDITIONS 
 Probation: 
There will be a probationary period of three months. 

 Salary range: £32,000 - £34,000 gross per year + benefits 

 Holidays: 28 days/year in addition to agreed public holidays 

 Hours: Standard working week is 37.5 hours a week.
