HALO is seeking a motivated and enthusiastic ammunition management officer to join its programme in Afghanistan. You will want to make a positive contribution to HALO’s current weapons and ammunition management projects, and find sustainable solutions to one of the key challenges of the moment.

Your primary role will be to support the running of the programme’s weapons and ammunition survey and disposal teams. Your secondary role will be to develop capacity to allow HALO and Afghanistan’s mine action sector prevent civilian accidents from improvised explosive devices.

You will therefore be interested in providing expertise and service to protect Afghans and reduce suffering, and in bringing results to improve the lives of others. You will come with a proven technical background in one or a number of the following fields: explosive ordnance disposal, weapons and ammunition management, physical stock pile management, mitigation against improvised explosive devices.

You will be working on HALO’s oldest programme, established in 1988, and be one of a very small number of expatriates working in direct support of a large and highly proficient national staff team. You will report to the Programme Manager and Senior Expatriate.

Your work will be both field and office based. Although you will be primarily based in Kabul, you will be required to travel across the programme, and potentially to other HALO programmes or regions.

RESPONSIBILITIES


Support the national staff in the management of HALO’s weapons and ammunition survey and disposal teams


Provide technical advice to these teams and to their managers and ensure adherence to standard operating procedures


Ensure standard operating procedures are fit for purpose and where necessary make recommendations for any changes to senior management


Strengthen and develop HALO’s national staff through training and appropriate mentoring


Provide quality assurance in the field


Develop greater awareness of the threat posed by improvised explosive devices and how to mitigate against this threat


Develop awareness, procedures and training for dealing with improvised explosive devices that the programme and the mine action sector in Afghanistan can use to reduce the number of civilian accidents and safeguard the population


Provide guidance on the safe storage, segregation and transportation of ammunition


Ensure that contractual commitments, targets and budgets are met


Produce high quality timely reports on the activities of the teams for internal and external use


Provide succinct briefings to internal and external audiences as necessary


Support the writing of proposals and concept notes to secure funding


Ensure equipment and stock is suited to the needs of the teams and programme


Where instructed, attend relevant stakeholder meetings and provide liaison with HALO’s partners


Assist in hosting visitors to the programme


Travel, as required, across the programme, to fulfil the above responsibilities


Be familiar with HALO’s wider protocols and procedures, adhere to them and fit within the existing management structure


Travel, as requested by HALO HQ, to other programmes or regions to support wider initiatives and assessments that HALO may be called upon to provide

REQUIREMENTS


IMAS Level 3 or 4 Explosive Ordnance Disposal qualified


Thorough understanding of International Ammunition Technical Guidelines


Thorough understanding of International Mine Action Standards


Experience as a high threat IEDD operator preferable


Strong analytical and problem solving skills


A proven ability to work constructively and in support of national staff


A team player


Strong cultural awareness


A self-starter, able to organise and manage their own time


A practical and adaptable person, prepared to work in remote locations and willing to live in close proximity with others


A willingness to learn


Fluent English speaker with strong written English


Effective communication skills, both verbal and written, able to produce content appropriate for the audience


Strong numeracy skills


Strong IT skills, proficient in use of Microsoft Access, Excel and Word
