Security Advisor (Fluency in French and English) , Central Africa Republic

Central African Republic (CAR) is experiencing a large scale humanitarian crisis, with approximately 400,000 displaced and many more affected. NRC started the country programme in CAR in February 2014, and is currently operating in three field offices; Carnot in the South West, Sibut in the Centre West, Ndele in the north as well as the capital office Bangui.

We are now recruiting a Security Advisor (SA) to coordinate the implementation of the security systems of NRC in CAR. The SA leads and monitors the implementation and compliance of NRC security risk management framework, and shall reduce risks by seeking creative solutions for mitigation to (in order of priority): NRC staff, programs, organisation, beneficiaries and assets. The SA undertakes regular missions in the field and provides technical support and security advice to the Area Managers (AM), identifies security conditions that are specific to the geographical areas where NRC intervenes and security factors that impede access to the beneficiaries.

The SA proposes solutions to the Country Director (CD) for decision. The solutions will respect both the rules and principles of the Security System of NRC as well as and the humanitarian principles of humanity, neutrality, impartiality and independence that are guiding the interventions of NRC for accessing beneficiaries. The SA collaborates closely with other security staff and radio operators.

The programme portfolio includes all five core competencies of NRC. ICLA (Information, Counseling and Legal Assistance), Food Security, WASH, Shelter and Education.

The Security Advisor reports to the CD.

Job description

  • Development and implementation of the NRC Security Risk Management System at a national level
  • Conduct Security Risk Assessments (SRA) in line with the NRC SRA format.
  • Oversee the implementation of minimum operational security standards as appropriate to the country risk grading(MOSS)
  • Implement and strengthen the security framework in country so as to minimise security risks to the operations of NRC
  • Technical management of security staff at country office
  • Support, training, control and development of security staff in all offices
  • Complete the weekly country security report and other reports as required
  • Communicate and cooperate with relevant external security actors and for a
  • Train and develop staff in safety and security
  • Coordinate the implementation of the security system of NRC in CAR between the central office of NRC in Bangui and the field offices in Sibut, Carnot and Ndélé;

  • Undertake regularly missions in the field and provide technical support and security advice to the Area Managers (AM);
  • Identify security conditions that are specific to the geographical areas where NRC intervenes and security factors that may impede access to the beneficiaries of NRC;
  • Propose solutions to the CD for decision
  • Ensure that solutions respect both the rules and principles of the Security System of NRC, as well as the humanitarian standards of humanity, neutrality, impartiality and independence that are guiding the interventions of NRC for accessing beneficiaries;
  • Collaborate with the team of liaison officers and radio operators of NRC in CAR

Qualifications

  • Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Proven, solid and relevant experience in security work, preferably in the NGO or UN environment;
  • Demonstrated ability to work under difficult conditions and a high degree of pressure;
  • Proven experience in administration and security team management
  • Knowledge about own leadership skills/profile
  • Fluency in French and English both written and verbal
  • Proven military or police training and experience, formal security education is considered an asset;
  • Valid driver’s license
  • Knowledge of the context in Central African Republic
  • Fluency in Songo (local language) is an asset

Duty station: Bangui, with extensive travel to field locations

CAR is a non-family duty station. Recreational and social facilities are limited, and international staff will be expected to live in shared accommodation of moderate standard.
