Raytheon Intelligence, Information, and Services, is seeking a Diplomatic Security, Training Subject Matter Expert (TSME) experienced with the management of subject matter experts and business development managers providing projects training modernization coordination in overseas location. The TSME provides support as the project requirements and implementation coordinator working with business development and engineering leads for a comprehensive training program that includes all of the aspects of the training development model. The TSME supports the customer develop requirements and for the implementation of training solutions to include; instructional staff and training operations, trainee classrooms, associated training services, and other ancillary training aids devices and tools are identified and coordinated with the end user and the operational staff.
Assist the instructional delivery team project lead in the development of classroom and instructor training schedule and conduct preliminary coordination with academy. Determines and reports on academy readiness to conduct all forms of project instruction. Identifies students required for training and the equipment, training aids, manuals, course material, and supplies required supporting scheduled train the trainer instruction.
Responsibilities:
Serve as the primary training coordinator with the Saudi customer and end user
Work with and across project to ensure successful program execution, including technical quality of the product, and on schedule/on budget performance.
Support/Mentor the customer leads and ensure consistency in cross project execution and critical hand-offs.
Work directly with the Program Manager (PM) and external customer to understand expectations, address technical and programmatic issues, and make recommendations related to program performance.
Provide technical coordination and integration (schedule, handoffs) across adjacent concurrent programs via liaison within the project and with Raytheon support.
Support as required Customer Reviews and meetings, informal and formal
Support Monthly Program Performance Reviews (PPRs) with Project PM.
Required Knowledge, Skills, and Experience:
At least 10 years' experience leading training large programs, building strong cross-functional organizational effectiveness, and managing geographically dispersed organizations.
US Military officer, O-3 or higher or Senior Non-Commissioned Officer E8 or higher with an operational background at Battalion level or higher with a focus on Diplomatic Security operations.
Instructor at a TRADOC (or similar) institutional training experience or Federal law enforcement officer experienced in training law enforcement officers at one of the federal training institutions (FBI Academy or FLETC) providing instruction in a university setting within the law enforcement domain.
Extensive experience in plans, operations, intelligence, and training operations
Experience in the conduct special and emergency operations to providing support to security operations to include:
1. Security and protection of KSA Embassies and Consulates.
2. Security and protection of Foreign Embassies, Consulates and diplomatic delegates.
3. Safeguarding diplomatic personal working within KSA as well as securing their movements within KSA.
4. Participating security and protection activities towards general events attended by diplomatic dignitaries.
5. Security and protection of MOFA Headquarters in Riyadh in addition to MOFA branches.
6. Carrying out mobile and foot patrols in all diplomatic locations.
7. Handling and managing all traffic or criminal incidents involving diplomatic personal.
8. Operational and tactical liaison with the MOI HRH Minister's office for Research and Studies concerning all diplomatic security affairs.
9. Any other tasks or activities concerning diplomatic personal, location, or events within KSA or abroad..
Must qualify for a Saudi work visa (Iqama) and qualify for local driving license in Saudi Arabia
Ability to relocate to Saudi Arabia for a minimum of 2 years on an unaccompanied tour.

Desired Knowledge, Skills and Experiences:
Experience working in a firm fixed price contract environment.
Prior experience working in the middle-east region preferred or other international experience considered.
Understanding of Arabic
Educational Requirements:
Completed a bachelor's degree from an accredited university in a field of study (e.g. engineering, education, instructional design, business administration), or comparable field. Equivalent experience will be considered.
