This position is located in the Office of the OQ in Jerusalem. The Security Coordination Officer reports to the Head of Mission and is guided by the policies & guidelines of the United Nations Security Management System and will have technical line of reporting to the DO through the UNDSS Chief Security Adviser Israel, West bank and Gaza
Functional Responsibilities
Within delegated authority, the Security Coordination Officer is responsible for the following duties:
  • Prepares draft of security plan to area of responsibility, including all aspects related to elaboration, development, and implementation and updating of the plan.
  • Maintains continuing lines of communication with relevant security focal points and representatives of other agencies to ensure maximum security coordination.
  • Serves as a representative of the HoM on the works related to the Security Management Team for Israel, West Bank & Gaza (I,WB&G), contributing to preparation, implementation and evaluation of the effectiveness of the security plan (including attendance of working groups aimed at the preparation of the relevant Crisis Management Plans and the Business Continuity Plans).
  • Assesses prevailing security conditions, identifying security trends and advising on potential security concerns affecting the Quartet's assets, activities and interests.
  • Ensures that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary.
  • Interacts with relevant parties involved in the preparation of security engagements, including external and internal meetings & conferences, provision of support to visiting close protection missions and VIP's.
  • Maintains dialog with authorities and international institutions to ensure the optimal level of security preparedness, and acts as dissemination point for security information relevant to the quartet member organizations.
  • Ensures the establishment and maintenance of an efficient communications system to ensure that all staff may be reachable in case of need.
  • Investigates accidents involving office vehicles and prepares report of findings.
  • Investigates the theft or loss of office assets or valuables.
  • Undertakes security inspections (MOSS) for staff residences and accommodation.
  • Assumes responsibility for guard force management.
  • Coordinate the use of Security Assets including armored vehicles, radios, personal protection equipment firefighting and medical equipment.
  • Conducts security training related to security management system, and represents the office in the preparation of presentations to parties. Work implies frequent interaction with the following: Officials in I,WB&G and in other countries working with or seconded to the Quartet, as well as members of Security Management Teams, Security Officers in other UN agencies and Security Focal Points and other local security officials and law enforcement personnel.
Monitoring and Progress Controls
  • Effectively ensures the safety and security of UN assets, activities, interests and eligible dependents in field duty stations.
  • Enhances the credibility of the Quartet Office as an entity of integrity, peace and justice.



Education/Experience/Language requirements

Education

Advanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field.
A first-level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in military, police or security management services.
Experience with the UN or an international organization is an asset.
Completion of Security Certification Programme (SCP) is desirable.

Languages
Fluency in English and a working understanding Arabic is desirable.
Knowledge of another UN official language is an advantage.
