Background
For the past several years, OSCE Mission in Kosovo (OMiK) through its Department for Security and Public Safety Training Development Section (DSPS TDS) has been actively involved in providing long lasting assistance to Kosovo Police (KP) and Kosovo Agency on Forensic (KAF) in many areas of speciality. The main focus has always been on developing and then strengthening professional skills among KP and KAF representatives in order to meet the
requirements of criminal investigation with particular emphasis of the challenges presented in fighting organised and transnational crime.As per the results and recommendations from the review and evaluation of the Kosovo Police Training Strategy 2014-2018, a process which was supported by the Mission, the KP continues to need assistance in implementing its training programs which are aimed at enhancing its operational capacities and capabilities. In this regards, the Mission in line with its programmatic objective, as requested by the KP, will continue to provide professional and technical support in order to ensure that there is a fully functional, capable and efficient training system which will assist the KP to fulfil its changing and growing needs at both, operational and managerial level.
In order to ensure the programmatic objective to assist the KP to improve, maintain, manage and further develop its training system, from the 24th to the 28th August 2015, five (5) representatives of Kosovo Police dog handlers will attend five (5) days training in the area of search and rescue for KP/K9 dog handlers. The purpose of this training will to teach K9 police officers how to train, deploy and use search and rescue dogs.
This training will contain the topics such as:
Identifying the Police dog’s obedience, agility and abilities
Passive and Aggressive Alerting
Explain the Police Dogs learning process (Obedience, bark alert, direction and control, agility and rubble Site)
Training principles relevant to locating missing persons and suspects
Training principles relevant to search procedures for cadavers,
Principles of motivation and punishment methods for police dogs.
Objective
The objective of this activity is that the DSPS/TDS will recruit one (1) international consultant to deliver training to enhance the skills of 5 KP K9 officers to improve their skills to competently train, deploy and use search and rescue dogs. The overall objective of the project developed by OMiK TDS is to further develop a contemporary, effective and sustainable training system for KP and the KAF. The project directly relates to the Mission Implementation Plan 2015 objective which strives to achieve that KP and the Ministry of Internal Affairs (MoIA) have sustainable development structure and improved ability to combat organized and transnational crime
Tasks and Responsibilities
Under the supervision of the Chief of TDS, the international expert shall:
Develop appropriate interactive adult training methodology and materials in consultation with TDS and deliver the training schedule and any presentations, exercises or case studies to the Chief of TDS two weeks prior to the training
Develop a short appropriate assessment exercise or test to assess the skills which have been developed by course participation during the course of the training
Deliver a five (5) days advanced training on search and rescue for Kosovo Police K9 dog handlers for five (5) KP officers and assist participants to cope with the challenges that they meet during the training and during follow-up training
Provide advice on the sustainability of this specialized training programme to the TDS
Produce the final consultancy report and recommendations for further action which have been identified during the course of the training.
Deliverables
By the end of July 2015 submit the final training plan satisfactorily incorporating the TDS comments, if applicable, to the Chief of TDS in electronic form
By beginning of August 2015 prepare the final training agenda, presentations, exercises, case studies and training evaluation questionnaire satisfactorily incorporating the TDS comments and submit to the Chief of TDS and in electronic form/as agreed with the TDS Chief
From 24 to 28 August 2015 deliver five (5) days training on search and rescue for Kosovo Police K9 dog handlers
By the end of September submit to the Chief of TDS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.
Performance Indicators
Final training plan, agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the TDS comments submitted to the Chief of TDS on time, in the agreed form and of quality satisfactory to the Chief of TDS
Training delivered as scheduled/planned in a requested format and to the satisfaction of the TDS Chief
Positive feedback from the training participants (training evaluation questionnaire)
The final consultancy report is submitted to the Chief of TDS on time and of quality satisfactory to the Chief of TDS.
Necessary Qualifications
Proven experience on specialised K9 training for search and rescue missions
Proven work experiences as a police trainer in the area of on search and rescue for police K9 dog handlers
Minimum 10 years of relevant professional experience and 5 years of training experience
Appropriate qualification(s) relevant to the K9 training
Excellent written and oral communication skills in English
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender.
Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
