Description:
FHI 360’s Liberia Teacher Training Program II (LTTP II) builds on
work conducted under LTTP I to address Liberia’s critical shortages of
qualified teachers and institutional capacity to produce new teachers.
The program uses an integrated set of policy, support, and
capacity-building activities to better prepare current teachers, equip
new teachers, and improve early-grade reading and mathematics. LTTP II
provides support to the central Ministry of Education (MOE) and five
counties. The program strengthens policies, systems and capacity
development of the ministry, the county and district education offices,
the Rural Teacher Training Institutes (RTTIs) and the universities.
To improve teacher performance, LTTP II is conducting pre- and in-service teacher training and revising a teacher career ladder structure and incentive system. The program integrates technology into the training by using video cameras and small projectors to create and share videos of good teaching practices. In addition, the program is developing a plan to attract and retain more women in the teaching profession. LTTP II also is developing curriculum standards, materials, and testing for language, literacy and mathematics to help teachers improve the reading and math skills of students in the early grades.
To improve evidence-based decision making and accountability, LTTP II is introducing the education information management system (EMIS) known as Global ED*ASSIST. The program is pioneering the use of biometric attendance monitoring for teachers. We expect that using advanced biometrics (fingerprints as well as integrated identity cards) will dramatically improve the accuracy of government payroll as well as teacher attendance.

Job Summary / Responsibilities:
The Biometric ID Card Specialist is an integral member of the EMIS
team and reports to the Associate Director for Systems and Policy. A
fundamental part of a properly functioning education system is its
ability to base planning and policy on data from every level of the
system. To this end, LTTP II is providing the technical support to the
Liberian MOE to build and implement a robust Human Resource Management
Information System (HRMIS) system. As part of this process, Biometric ID
card specialists are required to assist in the country-wide rollout of a
functioning HRMIS system throughout Liberia. The specialist will work
closely with Liberia’s Civil Service Agency (CSA) and to support the
establishment of a Biometric ID card system that will meet the MOE’s
growing HR requirements. S/he will report to the Associate Director for
Systems and Policy.
Major Duties/Responsibilities:

- Research and analyze substantive policy issues related to the size, remuneration, and reform of the Liberian civil service
- Build databases and quantitative tools for analysis of the civil service
- Draft policy papers, talking points, speeches, letters, notes, and correspondence with regard to the pay and other CSA reforms
- Support the MOE to validate & prepare logistics for additional mMoney roll-out to public school teachers
- Using a representative sample, conduct initial bench-marking interviews with participants after payments
- Assist CSA & Lonestar MTN to efficiently process mMoney salary payments
- Support Lonestar MTN and GOL to provide mMoney financial literacy to participants
- Assist with communications across government agencies and with major international agencies
- Assist with the implementation of CSA reforms
- Support CSA through Lonestar MTN to establish a dedicated helpline to resolve complaints
- Train CSA and MOE staff in the use, operations, and management of the helpline
- Coordinate with LTTP II’s EMIS department, CSA Biometrics Department, and with the MOE’s HR Department in the implementation of the biometric ID card system
- Coordinate with MOE HR and LTTP II HR advisors at the three RTTIs on all CSA MOU activities with the RTTIs
- Train CSA staff on the policy, operations, functions, and use of the biometric ID card system
- Coordinate the development of the rollout plan of the biometric ID card system and mMoney nationwide
- Coordinate and manage the full implementation of the system
- Prepare monthly reports/updates on the biometric mMoney support to the MOE, RTTIs, and CSA
- Prepare quarterly reports on the biometric ID card component of LTTP II
- Other duties as assigned by the Associate Director
Qualifications:
- Master’s degree with at least one year of relevant work experience, preferably in sub-Saharan Africa
- Strong ability to work independently and to take initiative
- Must possess a strong sense of adventure
- Strong quantitative skills
- Strong communication skills and proficiency in writing
- Flexibility and outstanding organizational skills
- Ability to work effectively under pressure, and to work in a behind-the-scenes, supportive role
- Ability to work with high-level government officials
