The post is located in the Safety and Security Coordination Service in the Security and Information Assurance Division in the Administration and Management Sector. The Division is responsible for the management of all aspects of WIPO's information and physical security and safety and ensures that appropriate policies and procedures are in place and effective measures and controls are established to assess and mitigate threats/risks to the Organization. WIPO is a member of the United Nations Security Management System (UNSMS)
coordinated by United Nations Department of Safety and Security (UNDSS). SSCS ensures that WIPO abides by its policies and procedures.
The incumbent is primarily responsible for the provision and management of professional safety and security services for WIPO staff, its delegates and visitors, and ensuring the protection of WIPO's facilities and assets at its Headquarters in Geneva and its external offices.
The incumbent reports to the Chief Security Officer and Director of the Security and Information Assurance Division, except for matters relating to the United Nations Security Management System, where the incumbent will report directly to the designated UN Security Focal Point for WIPO.
Main duties
The incumbent performs the following principal duties
- Lead the work of the Service, assess staff performance and determine staffing requirements and equipment needs. Establish priorities and objectives, implement and monitor security-related budgets, resources and assets; oversee the performance of security contractors; and ensure active management of results based targets. Assure that security personnel are professionally trained as needed in security, fire and safety. Provide regular feedback and coaching.
- Develop and coordinate safety and security policies and procedures with host government officials, police and emergency services and closely liaise with diplomatic missions and International Organizations to identify threats and mitigate risk to staff, visitors, information and assets.
- Ensure optimal coordination with UNDSS, other relevant bodies and government counterparts to develop and maintain an effective risk management capacity at WIPO's headquarters in Geneva and its external offices, and ensure integration of business continuity plans into WIPO's organizational resiliency strategy and framework. Ensure resiliency is built into the design and implementation of physical security and safety systems and processes.
- Liaise and coordinate relevant information sharing, and integrated safety and security activities with appropriate HQ work units and external offices.
- Conduct and update specific safety and security risk assessments in line with H-MOSS and MOSS, at HQ and external offices, provide advice and manage the effective implementation of associated risk mitigating measures. Develop, review and ensure implementation of adequate and up-to-date in-country contingency plans, crisis management plans, and emergency and evacuation measures.
- Supervise, coordinate and assign investigation tasks for violation of security matters, illegal activities, accidents/incidents, complaints and when requested, allegations of misconduct involving WIPO staff.
- Provide advice, briefings and reports to the senior management on all matters concerning the safety and security of staff, visitors, information and assets.
- Ensure WIPO staff receive relevant and up-to-date training on safety and security measures.
- Monitor, evaluate, and ensure compliance of physical and safety controls to WIPO's policies and standards.
- Participate in the Inter-Agency Security Management Network (IASMN) and follow-up on policies relevant to WIPO.
- Manage and participate in calls for tender, including preparing terms of reference, performance and quality control.

Education
Essential
- Advanced university degree in security management, international relations, law, law enforcement or related discipline.
- A first-level university degree or diploma / certificate from a police / military college or academy plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.
Essential
- At least nine years' experience in security or risk management, in a government, police, military, public or private sector context.
- Experience managing staff.
- Experience managing global safety and security operations in the UN.
- Experience managing safety and security for conferences and special events, for Heads of State and other VIPs.
- Experience in developing and implementing business continuity and crisis management plans.

- UNDSS certification in any of the following: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Occupational Safety.
- Knowledge of Results-Based Management.

Additional Information
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.
Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
