General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:
  • University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:Education:
Advanced education/certified training course in a relevant field desirable
Experience:
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:Mandatory:
  • Experience in the field of Security Management
  • Experience with security plans or Warden System
  • Leadership skills
  • Proven investigative skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Demonstrates gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Excellent oral and written communication skills in English
  • Ability to operate windows applications, including word processing and e-mail
Desirable:
  • Experience in working with an International Organization field mission
  • Police/military background
  • Experience of working in Database Management
  • Holder of a ‘C’ category driving licence
  • Knowledge of the local language(s) spoken in the Mission area

Tasks and Responsibilities

Under the direct supervision of the Chief of Mission Security, the Deputy Chief of Mission Security:
  1. Plans, develops, approves and directly supervises the implementation of the Mission’s security arrangements through the pool of Security Guards working in specialized teams (protection team and security control room team) and 24-hour shift teams (at OSCE Mission in Kosovo Headquarters and related buildings in Prishtine/Pristina);
  2. Develops and proposes for the approval of the Chief Mission Security Security, guidelines/instructions for the implementation of different duties of security officers and staff; calls regular meetings to brief staff on performance standards to be adhered to; establishes a schedule for routine and specialized training; and proposes redeployment of staff in line with special skills acquired;
  3. Provides support and guidance and co-ordinates all important aspects of work with the Mission’s Regional Safety and Security Officer; verifies whether written and verbal instructions are suitable for the specific needs in the field; identifies areas for improvement of instructions and updates them; and regularly visits Field Offices to ensure adherence to instructions;
  4. Defines the functions to be performed by an investigation unit, develops the concept of operation and specific guidelines; identifies and proposes staff members suitable for training or for performing specialized tasks; provides continuing guidance and training; investigates cases of special complexity and co-operates with counterparts of international organizations;
  5. Deputises for the Chief of Mission Security, in his/her absence;
  6. Supervises 17 staff;
  7. Performs other duties as required.
