Field of activity
The project aims to strengthen the institutional and personnel capacities of relevant players in criminal proceedings (the
police investigation service and public prosecution service) in the fields of gathering and preserving evidence. This indirectly promotes recognition by the courts of evidence presented from the investigation procedures during the criminal proceedings that follow. In the long term, this will contribute to reducing the level of crime and to stabilising the country. The project provides advisory services at federal level and in two provinces (Punjab and Sindh). The partners of the project at federal level include the National Police Bureau, which is responsible for coordinating reform processes between the provinces. In the provinces of Punjab and Sindh, the main partners are the managerial levels within the police and the public prosecution offices. Changes in the processes and structures there should result in sustainable capacity-building at the participating police authorities and public prosecution offices.
The project activities are geared towards the legal, institutional and personnel levels. It supports and advises on the currently tentative steps towards legal reforms; it also provides training seminars and expertise to build the organisational and specific personnel capacities in the police and public prosecutor’s offices.

Your tasks
As an advisor you will support the project manager and, in coordination with the project manager, will be responsible for the substantial design of the area 'capacity building in the public prosecution investigation services' in the Punjab and Sindh provinces. In addition, you will support the project manager in the fields of 'advice on legal reform' and 'standards in criminal investigations' with your own input. Your tasks will also include an analysis of the specific consulting needs and the planning of activities, along with conceptual and methodological advice for the partner organisations. Furthermore, you will represent the work of GIZ in contacts with German and international organisations and delegations in consultation with the project manager and the country director, and will organise and provide backup for specialist events.
The position will involve frequent and regular official journeys from Islamabad to the Punjab and Sindh provinces.

Your profile
You have a university degree, preferably in law and/or administration, criminology or a similar subject, and have at least seven years of practical professional experience in public prosecution services, at least two years of which were spent in leadership positions. Practical experience in/or associated with development cooperation would be an advantage. You have highly developed consulting and management skills, work well in a team, demonstrate a high degree of sensitivity in complex advisory situations, and are confident in dealings at a political level. You have experience of organisational reform and restructuring, ideally in an advisory function. You are able to gauge and coordinate the interests of various players, and to establish networks between the most varied players.
You have very good analytical skills and think strategically, and you are a good communicator. You perform very well under pressure and are able to take expedient decisions rapidly even in stressful situations. Your intercultural skills enable you to act both with consideration and in a target-oriented manner. Experience/knowledge of GIZ processes and procedures would be beneficial. We expect you to be fluent in business English. A good command of German would also be an advantage.
