Regional Safety Advisor (RSA) – Afghanistan

Introduction
Danish Refugee Council (DRC) and Danish Demining Group (DDG) are looking for an experienced Regional Safety Advisor for our activities in Afghanistan, Pakistan, Iran and Tajikistan based in the Kabul DRC country office with regular field trips.
Context and background of DRC/DDG in Afghanistan
DRC is an international non-governmental organization, which promotes and supports durable solutions for refugees and internally displaced people in more than 36 countries world-wide. DDG is a Humanitarian Mine
Action and Armed Violence Reduction Unit within DRC.
DDG/DRC program components include support to Afghan communities through Protection, Livelihood, Demining and Armed Violence Reduction. DRC has a long-term view to its programming in the Afpak region. The current DRC/DDG projects are funded by international recognized donors such as DANIDA, SIDA, EU, various UN agencies as well as by DRC own funds among others. DRC’s emerging activity portfolio requires a Regional Safety Advisor (RSA) to lead the safety & security department in a consistent manner at Regional and country level.
DRC’s Safety Risk Management system is very robust. Procedures, protocols and policies are in place and largely implemented throughout the country programs, where Afghanistan has been subject to the hardest test over the last period, hence also the duty station Kabul where the RSA will refer to the DRC country director that has the lead on safety over DDG. Training modules have been standardized and delivered on a regular basis, and safety management receives strong support and attention from managers at all levels. In the region, DRC’s safety management structure currently includes an international Regional Safety Advisor and two national Safety Managers one for DDG and one for DRC. DRC Pakistan has a similar structure. Iran and Tajikistan, implements the SRM system without permanent safety staff, but follow the DRC Afghanistan model.
 
Overall Objective
The Regional Safety Advisor will advise and assist Country Directors and Area Managers to develop and implement the DRC Safety Risk Management (SRM) system for both DRC and DDG programmes. The RSA’s area of operations will be a both DRC and DDG.
Specific Objectives
The RSA, in consultation with local safety staff and programme managers, is expected to pursue the following objectives in his/her daily work:
1. Oversee the Safety Risk Management (SRM) process
2. Develop area and country safety management policies, protocols and procedures
3. Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures.
4. Analyze, manage and report relevant information at the area, country and sub-regional level
5. Maintain relevant safety documentation, data and records for the areas of concern
6. Support and deliver safety-related training
7. Mentor and provide technical supervision to local safety staff
8. Develop the capacity of, and coordinate, relevant Crisis Management Teams (CMTs)
9. Facilitate surge support to IMTs as required.
10. Technically advise on the procurement of safety-related equipment, facilities and other resources.
Responsibilities and Tasks
To achieve the position objectives, the SA will perform the following tasks and undertake the following responsibilities:
 Oversee the development and implementation of the SRM process. Specific tasks include:
a. Assist and monitor the development of area-specific SRAs; supervise the assessment of Safety Levels and provide recommendations to the regional director for approval.
b. Advise Programme and Area Managers on available safety management strategies, including the transfer, avoidance, acceptance and/or control of risks.
c. Assist in the development of area-specific safety plans, including Local Safety Rules (LSR); Standard Operating Procedures (SOPs); Contingency Plans (CPs); mitigation action plans; and Minimum Operating Safety Standards (MOSS).
d. Support the implementation of safety management plans and other related functions; and assist in the implementation of staff capacity training plans, including the delivery and prioritization of training modules
e. Monitor and evaluate the SRM process, providing regular updates on the quality and progress of SRM implementation
2. Facilitate programme access and continuity through the provision of dependable advice, including:
a. Provision of regular analysis, statistics and reporting on key developments within the country
b. Tailored analysis and assessments, including RAs, on specific areas, themes, issues or scenarios
c. Maintain a register of negotiations and developments related to access and humanitarian space
d. Establish and maintain a list of contacts throughout the country
e. Maintain and update the incident tracker, and provide trend/pattern analysis
f. Provide advice on programme development and implementation, including programme assessments
g. Identify potential scenarios, indicators of change and key decision points
3. Represent the country program within inter-agency fora as related to safety issues, including:
a. Focal point for safety co-ordination between relevant actors within the area of operations
b. Attend ANSO, UN and other relevant external fora
c. Establish a network of contacts and represent DRC/DDG at security meetings
4. Capacity building of all staff, consultants and implementing partners, including:
a. Provide operational safety briefings and orientation to all new and visiting staff
b. Brief new international and non-local staff on specific cultural norms and behaviours
c. Train local safety staff in the delivery of establish safety training modules
d. Organize and coordinate the delivery of Personal Safety Training (PST) on as required.
5. Incident and crisis management and response, including:
a. Support the establishment of Area and IMTs
b. Coordinate the Country CMT in the event of a critical incident or crisis
c. Develop the country level Critical Incident Management Plan and support area-specific CPs to harmonize with DRC HQ CMT
d. Brief IMT/CMT members on their responsibilities and ensure alternate members are available and briefed
e. Assist in the management of safety incidents and provide timely and accurate incident reports
6. Quality assurance of safety-related policies, protocols, procedures and regulations, including:
a. Quarterly MOSS audits of all program areas (monthly where applicable)
b. Monitoring and training of guards and watchmen.
c. Assess the implementation of physical and asset protection protocols and regulations
d. Ensure that appropriate access controls are in place for all DRC/DDG facilities
e. Conduct regular site assessments and advise on mitigation measures
7. Act as the focal point for the procurement and installation of safety-related equipment, facilities and other resources, including:
a. Maintain a list of vendors and prices for safety-related equipment
b. Assist logisticians and administrators with the procurement, delivery and control of safety equipment
c. Act as the focal point for telecommunications systems, including radios and satellite phones

Reporting Arrangements
The RSA will report to the DRC Regional Director but with base in Kabul be seconded and refer to DRC Country Director. The RSA has a technical compliance reporting line to the Global Safety Adviser in Copenhagen.

Personal Qualifications
 Previous working experience as a safety and security manager/adviser with an INGO at a country/programme level on an international contract
 Proven ability to develop and implement effective and contextualized protocols and systems
 A high level of personal integrity
 Ability to be flexible and demonstrate an innovative approach to safety risk management
 Demonstrated experience with information gathering, analysis and report writing
 Demonstrated ability to conduct and produce high quality safety risk assessments (SRAs)
 Demonstrated experience with critical incident management
 Demonstrated experience with delivering safety-related training
 Proven ability to prioritize tasks and meet deadlines
 Proven ability to work effectively with minimal supervision
 Stable and robust character, team-player with a good sense of humor
 Excellent communication skills
 Willingness to travel widely throughout Afghanistan
 Knowledge and previous experience of the local context in Afghanistan is a clear asset.
 Physically fit
 Fluent in written and spoken English
Conditions
Availability: As soon as possible.
Duty station: Kabul, Afghanistan with frequent trips to various field offices in the region
Contract: To end December 2015 with good possibility of extension.
