Senior Police Advisor

Job Summary:
Participate in the continual analysis and evaluation of Congolese law enforcement institutions to include assessments of the organizational and operational capacities of the various elements of the PNC and other related law enforcement agencies. Provide expert advice on public security issues in the DRC to the INL Director, their designee, and other relevant Embassy officers. Analysis and evaluation will cover the PNC at the national and provincial level, as well as specific municipal forces and PNC sub-divisions, such as the
Judicial, Border, Mining, and Lake Police units, and other law enforcement entities, such as DGM, and Customs. The assessments will include operational effectiveness, leadership, training, outreach to civil society (e.g. community policing), mobility,  communications, and equipment. The incumbent will also visit, review, and analyze the capabilities of PNC police academies and training facilities that work with INL Kinshasa-supported projects and advise the INL Director on projects, polices, and events to pursue to increase efficiency and productivity of the provincial academies and training facilities.
Provide advice and technical assistance to the PNC officers, PNC academy, and training facility directors, and other law enforcement officers, as requested, in improving operations, investigations, police administration, resource management, internal discipline procedures, and overall efforts at modernizing.


Qualifications:
  • Bachelor or higher, preferable in Criminal Justice.
  •  Must have French language capability at or above the 3/3 level. Incumbent will be routinely working in a French language only environment.
  • Basic word processing, Excel and spread sheet programs.
  • Minimum of ten years of professional level work experience in the area of law enforcement operations, management, and training. Proven track record of implementing law enforcement programs/initiatives in the DRC. Career path will have included jobs with increasing scope and responsibilities at the executive or managerial level.
  • A minimum of 2 years of experience working overseas in a post conflict or reconstruction program.
  • A minimum of 2 years in managing law enforcement officials, ensuring sustainability of projects through provision of appropriate training, technical assistance, and mentoring, and a displayed ability to integrate competing needs of U.S., international, and Congolese law enforcement, development, and security agencies.
  • A minimum of 5 years’ experience in leading and managing police operations or training in the United States, Canada, Europe, or overseas.
  • The Senior Police Advisor will utilize European (preferably Belgian or French) law enforcement experience and knowledge about the civil law system towards analysis and program evaluation in all areas of municipal, state and federal law enforcement.
  • Must have experience in writing training plans, statements of works, standard operating procedures, and detailed instructions. Must be comfortable speaking publicly and will prepare and provide briefings in English and French.
