Background GIZ seeks to recruit within a region one highly qualified Risk Management Advisor to be based in Pibor, Greater Pibor Administration Area, South Sudan. The Greater Pibor Administration Area is one of the regions mostly affected by lack of development. The main task of the Risk Management Advisor is to manage and supervise the daily implementation of the Risk Management System for all operations of GIZ in the Greater Pibor Administrative Area, in close cooperation and reporting to the international GIZ Risk Manager based in the Country Coordination office in Juba. The risk management system of GIZ South Sudan aims to reduce the risks to their employees posed by the environment. Risk management advisory services, risk analysis and risk assessment, combined with technical measures, are designed to ensure personal security for staff and support them in safely carrying out development cooperation tasks in a conflict-ridden environment.
A. Responsibilities The position holder is responsible to manage all operational aspects of the Risk Management Office based in Pibor, GPAA. The incumbent will monitor the security situation in the operational areas of GIZ in the area. By regular travel and project visits throughout the operational area, he will generate a first-hand overview of the security situation. The main responsibilities of the incumbent are:
■ to systematically advise, plan and monitor all risk reduction and mitigation interventions aimed to ensure the safety of GIZ personal and assets in a high risk environment;
■ performing daily risk management services, e.g. risk analysis and risk assessments according to ISO 3001, community liaison, and advise on technical and infrastructure measures for safeguarding employed GIT personnel;
■ train and monitor behavior of GIZ staff members on all issues associated with risk management and first aid;
■ supervises the warden for the GIZ base and ensures the safety of the compound;
■ Liaise with and supports the GIZ Component Manager in Pibor and the GIZ Country Risk Management Office on all aspects of everyday operational risk management, e.g. Hibernation, Evacuation and Relocation planning, implementation of emergency procedures and facilitation of site security assessments for offices and private residences of GIZ staff;
■ Advises the Component Manager and other staff on all aspects regarding the implementation of security measures and risk assessments;
■ Manages and supervises all logistical tasks for the operation of the GIZ Pibor Base. In this context, the position holder fulfils the following tasks: B. Tasks
■ Holds an academic degree (minimum Bachelor) in Social or political Science with proven strong Security and Risk assessment background and proven work experience of not less than 10 years or any other field relevant to risk assessment and management or higher level security training. While a formal security background (either with the police or the military) will be considered, it is by no means necessary or sufficient. Candidates only having a military/ police/ private security-background without risk management and/ or project management experience in a development context will not be considered.
Professional experience
■ Proven first-hand experience of security challenges in developing countries, away from the capital in rural areas. Proven prior leadership and management experience in difficult situations and under immense pressure, preferably as a manager in development or humanitarian organizations in crisis areas;
■ Has a proven record of 10 years minimum in risk and security management including planning and implementation of security plans and measures in a conflict prone environment ■ Proof of excellent analytical skills and excellent communication skills;
■ Has a proven record in successfully implementation of a risk management regime with core elements as mentioned above
■ Has a proven record of designing of technical and infrastructure measures for the safety of staff members to support them in carrying out their development tasks.
Competences
■ Ability to act carefully and cautiously in a very sensitive political context.
■ Good working experience in the region
■ A very good knowledge of the English language enabling her/him to communicate fluently in different contexts and other local language wider spoken in the region.
■ Excellent ability to work in teams to act adequately in a multicultural environment;
■ Self-motivated person, are able to work in a highly dynamic and challenging environment; good communicator, patient listener and explainer; highly motivated to implement a pro-active, acceptance-based Risk Management strategy, where close connection to the local population - and not passive security measures - reduces risks.

- Core scope of tasks The position holder:
- ■ Manages and maintains a state-of-the-art risk management system and ensures emergency response capacity 24/7 for all personal and assets related risks and mitigation procedures
- ■ Analyses security incidents throughout the operational area of GIZ and collects, contextualizes and evaluates security related information;
- ■ Prepares daily and weekly security updates, risk analysis, incident reports;
- ■ Provides written weekly and monthly security reports;
- ■ Manages and supports the movement of vehicles and oversees the monitoring of movements with VHF/HF/Codan at all times and provides logistical support;
- ■ Manages and monitors the performance of GIZ security personnel, including watchmen and radio operators;
- ■ Conducts security inductions for GIZ personal and contracted service providers;
- ■ Liaises, in coordination with the Component Leader and the GIT Country Risk Management Office with local and state authorities, NGO's, UN and others on all aspects concerning risk management and mitigation;
- ■ Implements and manages the decentralized Risk Management Office (based in Pibor, Greater Pibor Administrative Area;
- ■ Supervises employed warden for the compound;
- ■ Acts as a first aid focal point for GIZ staff;
