Local Security Assistant

Background
The United Nations Organizations in Myanmar seek to recruit one (1) Local Security Assistant (LSA) for Mon State. Under the immediate supervision of the UN Security Adviser for Myanmar, the LSA supports the Area Security Coordinator to ensure that all matters pertaining to the safety and security of personnel, premises and assets are implemented. This includes preparing risk assessments, ensuring minimum standards of safety and security are maintained, security plans are updated, and security-information is shared with staff in a timely manner.

Duties and Responsibilities
Summary of key functions:
Assists the Security Adviser (SA) with collecting, updating and communicating information regarding the security situation;
Assists the Area Security Coordinator and Area Security Management Team in maintaining the Security Plan, including updating staff lists;
Supports the SA with the assessment of Minimum Operational Security Standards (MOSS) for the duty station;
Assists in reporting security incidents affecting UN staff, offices and assets;
Organizes and delivers training courses on security awareness and preparedness;
Provides general administrative assistance to the Security Adviser.

Funtion /Expectes Results
Assists the SA in collecting, updating and communicating information regarding the security situation in the country;
Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA;
Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS as required;
Maintains regular contacts with Security Focal Points of UN agencies;
May be requested to provide technical assistance at SMT meetings, in the absence of the SA.

Required Skills and Experience
Education:
High School education is required to perform the duties of the post;
A University Degree or technical qualification with focus on social sciences, management, international relations, communications, or related disciplines is desirable, but not a requirement.

Experience:

At least 5 Years’ experience in the area of risk management, safety or security services, law enforcement, or related area such as security information or administration is required for a High School Diploma holder or 3 years’ relevant experience for a Bachelor’s Degree or higher;
Prior experience working with the UN system, international NGO, or within an international humanitarian or development setting is desirable but not a requirement;
Experience in diplomatic security, protection of assets and security-related information acquisition will be considered an asset;
Good knowledge of computer applications (MS Office, Excel, and power point, and internet);
Knowledge of host country safety codes also considered an asset;
Knowledge of HF and VHF radio communications operation considered an asset.

Language:
Proficiency in Myanmar and English languages (both oral and written).
