Position/Title: Field Security Officer
Classification: Consultant, 3 months with possibility of extension
Under the direct supervision of the Chief of Mission (COM), in coordination with the Field Security Officer (FSO) Juba, and in close collaboration with various Head Of Sub Offices in the field in South Sudan, the successful candidate will be accountable and responsible for all security and safety matters related directly or indirectly to all IOM personnel and property in South Sudan. S/he will manage the appropriate safety and security management procedures that will effectively address staff safety and the protection of IOM Assets in area of responsibility. Will be responsible for all aspects of the of programs’ safety and security in the assigned area of responsibility; implementing IOM’s Safety and Security Policy and the security policies and procedures of the United Nations Department of Safety and Security (UN DSS) in accordance with the UNDSS-IOM Memorandum of Understanding (MOU). In particular the incumbent will:
  1. Collaborate, coordinate and establish networks with other international organizations, government security services and agencies working in the security management field, ensuring appropriate lines of communications relating to all aspects of staff security and safety are established and well maintained.
  2. Provide advice, technical support and assistance to the Heads of Sub-Offices, Programme and Project Managers in area of responsibility (AOR). Provide relevant technical and strategic analysis on potential threats/risks to staff/programmes and ensure that appropriate safety/security information is disseminated to staff members in AOR.
  3. Develop and maintain a close working relationship with the United Nations Department of Safety and Security (UNDSS) – in South Sudan, and a comprehensive working knowledge of the present IOM/UNDSS Memorandum of Understanding (MOU), related to the various security protocols stipulated in this agreement, including the framework of Accountability of the UN Security Management System, Minimum Operation Security Standards (MOSS), Minimum Operating Residential Security Standards (MORSS), the UNDSS Security Policy Manual requirements), Country Security Risk Assessment (SRA), UN Security Policy Manual and United Nations Mission in South Sudan (UNMISS) evacuation, emergency, and security plans, ensuring that IOM staff is integrated into these plans. This will include complete working knowledge of various UNDSS security plans, evacuation/emergency in place in the mission, and ensuring that IOM staff are familiar with these plans. Participate constructively in the DSS led security cell meetings and attend as observer on the UN Security Management Team meetings.
  4. Establish and maintain effective communications networks, as required, with other international organizations, government and partner security services , the mission’s UN DSS and appropriate UNMISS security focal points, regarding all aspects of mission/program safety and security.
  5. Review and monitor the level of MOSS and MORSS compliance in the various IOM offices under AOR in South Sudan and effectively address all non-compliance findings.
  6. Develop and provide area specific safety/security briefings for IOM staff deployed to and travelling AOR, and as required briefings for non-IOM staff involved in IOM programme implementation. Coordinate travel security for the Staff relating to all IOM operations, including medical evacuations, and international staff travel within AOR.
  7. Conduct facilities and operational security assessments and evaluations, monitoring in AOR in close coordination with the SSU Juba that will enable effective mission/program threat and risk analysis; including preparation and implementation of security management plan for IOM.
  8. Ensure all relevant safety/security information is disseminated in a timely manner to IOM Programme’s staff in AOR and to the extent possible the programme’s service providers.
  9. Conduct as required security assessments/evaluations/threats/risk analysis (both tactical and strategic) for IOM programmes in AOR, and offer appropriate mitigation recommendations. Specifically, the Field Security Officer will:
  10. Conduct these assessments in accordance with present programme and mission (SRA) reports. The programme assessments should review the justification for programme activities, identify programme criticality and what programmes may require enhanced security.
  11. Investigate security breaches/incidents in the Duty Station, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected and appropriately and corrective measure is taken.
  12. Report Security matters directly to the HoSo and the SSU Juba, liaise with various local security services and UN agencies security focal points regarding safety/security issues.
  13. Design program/area-specific (movement/management of internally displaced persons (IDPs) and IOM support staff) safety and security-related strategies, relevant standard operating procedures (SOPs), program/area emergency and operational communications, and establishment of a concrete course of action for their implementation.
  14. Perform such other duties as may be assigned.

Desired qualifications (Education, experience and competencies):

a) Completed university degree from an accredited academic institution in Security Management/Social Sciences, International Studies, Communications or other related field. b) four years of professional experience (or two years of experience for candidates holding a first level university degree) in security management, law enforcement, preferably at an international level. c) Extensive military experience, law enforcement, Disaster (Risk) Management, or alternatively a combination of relevant security training and field experience. d) Previous experience in UN Missions, International Peacekeeping or Emergency Missions. e) Proven ability to discern and uphold the programmatic interest status and safety of the mission at all times. f) proven ability to collaborate with senior military and government counterparts. g) Demonstrated ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment. h) Familiarity with the East and Horn of Africa context and previous working experience in the South Sudan an advantage i) Experience in planning and execution of security agencies or organizations highly desirable. j) Must have a valid driver’s license and previous experience in dealing with law enforcement agencies an advantage.
