This is a Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) Contract to provide 24/7 static security for the following locations:
National Interdiction Unit (NIU) Compound Kabul, Afghanistan
Sensitive Investigative Unit (SIU) Compound Kabul, Afghanistan
Location Description:
The NIU compound is approximately 400 meters x 200 meters and is designed to accommodate up to 500 Afghan members of the NIU. Within the larger compound is a smaller sub-compound (approximately 50 meters x 80 meters) that houses expatriate staff. The NIU compound is equipped with a 50 meter, 100 meter, and 300 meter shooting range. The NIU compound also has a Helicopter Landing Site (HLS) (approximately 80 meters x 80 meters) this is located next to Entry Control Point (ECP) 2B.
Security Screeners (Male/Female) (SCs)
This position is staffed in accordance with the requirements described below.
Perform routine visitor screening services.
The SCs shall be designated as Guards.
SCs are required to be trained by the Contractor.
Perform routine interpretive duties as associated with the labor category.
Perform services as assigned.
TOEFL score of 400 minimum.
Qualifications:
U.S./TCN/LN, as specified by the TO.
ILR scale level 3 in English language proficiency.
ILR scale level 3 in local language proficiency.
One (1) year of military, similar police, or local guard force experience.
Familiarity with physical security and access control matters.
Security Personnel Minimum Qualifications
In addition to the specific requirements of position descriptions for key and other personnel, the subcontractor shall ensure all personnel meet the following minimum qualifications and certifications:
5 years security experience (civilian or military).
Valid driver’s license and ability to operate a standard transmission vehicle
Unblemished background and ability to pass a background check for disciplinary, criminal and credit issues
No record of human rights violations, acts of terrorism, or history of substantiated legal/ethical/moral violations while serving
No resignation or retirement in lieu of disciplinary action
Excellent health and ability to pass a law enforcement physical, physical agility evaluation and psychological evaluation
Able to qualify with a 9mm semi-automatic hand gun, M4 rifle, and AK-47.
Ability to communicate effectively
TOEFL score of 400 minimum.
