Job description
The Field Security Advisor reports to the Country Field Security Advisor. The Field Security Advisor is responsible for supporting the Country Field Security Advisor in the role of advising the Representative/Head of Office on their security duties and responsibilities in accordance with UN and UNICEF Security Management Systems. The Field Security Advisor assists the Country Field Security Advisor to manage, on behalf of the Representative/Head of Office, security activities in support of Afghanistan and provides independent security advice on UNICEF operations within the country.
  • Advise the Representative/Head of Office in the execution of their duties with regard to maintaining the safety and security of UNICEF personnel and eligible family members, premises and in accordance with UN and UNICEF Security Management Systems.
  • Monitor the security situation and provide independent analysis of emerging security threats to UNICEF personnel and eligible family members, premises and assets.
  • Participate in and provide security inputs to UNICEF operational and programme planning.  Manage, security activities in support of UNICEF operations and participate, coordinate and/or undertake security risk management for all locations where UNICEF personnel and eligible family members are present and facilitate the implementation of recommended mitigating measures.
  • Prepare, maintain and update UNICEF security documentation including contingency plans and provide the next higher level of UNICEF security and the Office of the Security Coordinator (OSC) with mandatory reports in accordance with UNICEF security reporting guidelines.
  • Provide advice on technical security requirements contained in the UN Security Plan, MOSS, MORSS and other relevant security policies, and monitor their implementation. Ensure there is an effective and functioning communications system for security management within UNICEF that this is fully integrated into the UN Emergency Communications System.
  • Ensure that UNICEF personnel are kept informed of matters affecting their security and inform them of the actions to take in the event of any emergency in accordance with the UNICEF/UN Security Plans. Coordinate with UNDSS to ensure all UNICEF personnel and eligible family members receive a security briefing upon initial arrival and coordinate with UNDSS to ensure all UNICEF personnel undertake all mandatory security training and participate in all security related contingency exercises. Conduct security surveys of International personnel residences in accordance with the Country Minimum Operational Residential Security Standards (MORSS).
  • Coordinate, as required by UNICEF and UNSMS policy, for eligible family members of internationally recruited personnel serving elsewhere, who are living in the area of responsibility, the same security provisions as for those eligible family members of international personnel serving at that duty station.
  • Monitor and report on security compliance, report all instances of non-compliance with security policies, practices and procedures to the Representative/Head of Office and submit Security Incident Reports (SIRs) on behalf of the office for all security incidents in involving UNICEF personnel, premises or assets to UNDSS and OPSCEN.
  • Provide technical oversight for contracted security providers.
  • Attend as an observer, all SMT/ASMT meetings, assist UNDSS as appropriate and participate as a member of the security coordination cell established by UNDSS.
  • Establish contact and networks with all UNSMS Organizations’/NGO’s security advisors and relevant local authorities as appropriate. Ensure that security collaboration with NGOs working as implementing partners with UNICEF is undertaken, in coordination with UNDSS, and using the framework of Saving Lives Together (SLT) policies.

Desired Skills and Experience

Education
Advanced university degree in a discipline related to Risk Management, Political Science, International Relations, Cultural Anthropology, Military Science, Law or other fields related to Security Management or Analysis. Substantial relevant qualifying experience and training may be considered in lieu of the advanced university degree.
 
Work Experience
A minimum of 5 years of progressively responsible experience in security risk management at least 3 years of which should be at the senior officer, senior management or UN professional level. Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.
Language Proficiency 
Fluency in English (verbal and written) is essential. Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language are an asset.
