Call for Proposals – Security Consultancy: Afghanistan

1. Background
Marie Stopes International Afghanistan (MSIA) offers mother, child and reproductive health services through ten static clinics, ten satellite clinics and five mobile units in under-served communities in Kabul, Balkh, Herat, and Faryab provinces. MSIA also runs a social marketing project with a minimum of two staff present in each small office in Kandahar, Nengarhar, Khost and Kundoz provinces.
Afghanistan is undergoing a major transition in terms of politics, economy and security. On 21st of September Afghanistan’s election commission declared former finance minister and ex-World Bank economist Ashraf Ghani president-elect, hours after he signed a power-sharing deal with runner up Abdullah Abdullah. The agreement made Ghani president and created a chief executive position similar to that of prime minister for Abdullah.
The security and safety situation in MSIA’s project areas in Kabul, Balkh, Heart and Faryab provinces remains operationally challenging. Continued confrontations between various Armed Opposition Groups and the government / pro-government militias, and inter-tribal conflicts contribute to an unpredictable operating context.
There are continuing incidents (direct attacks on NGOs head offices, guest houses, improvised explosive devices, abductions, car-jackings, armed robberies) against NGOs. Of special concern is the very recent increase in Armed Opposition Group complex attacks against NGOs in Kabul, Nengarhar, and Kunduz and Faryab provinces.
The variety of security issues that exist in Afghanistan coupled with the background of declining security (driven by the NATO withdrawal, changes to the modus operandi of armed actors and general economic decline), indicate the need for extensive safety and security management to achieve MSIA’s duty of care.

2. Overall Objective

To enhance the safety and security of MSIA to ensure organisational duty of care and continued service delivery

3. Specific Tasks

3.1. Conduct a full Context Analysis and Power Mapping for operational provinces and Kabul

Use MSI’s Essential Security Package (ESP2: Context Analysis) Template and Global Security Framework to conduct the following:
  • Organisational Profile: (Country Programme Background; Human Resources; Abortion Environment; Programme Activities; Programme Reputation and Community Support; Rumours and Misconceptions; Premises)
  • Operational Provinces and Kabul General Profile: (Geography / Climate; Demographics; Religion; Ethnicity; Economy; Education; Infrastructure; Terrorism / Violent Extremism; Crime; Health)
  • Operational Provinces and Kabul Conflict Profile: (Actor Mapping; Factor Analysis; Future Scenarios, by likelihood)

3.2. Complete a Threat Level Analysis for operational provinces and Kabul

Use MSI’s Essential Security Package (ESP3: Threat Level) Template and Global Security Framework to conduct a threat level analysis for all of MSIA’s operational provinces and Kabul. Provide monitoring training for two staff to be able to conduct independently further analyses.

3.3 Conduct a full Risk Assessment for operational provinces and Kabul

Use MSI’s Essential Security Package (ESP4: Risk Assessment) Template and Global Security Framework to conduct a full risk assessment for all of MSIA’s operational provinces and Kabul.

3.4 Produce a full set of Standard Operating Procedures for operational provinces and Kabul

Use MSI’s Essential Security Package (ESP5: Standard Operating Procedures) Template and Global Security Framework to produce Standard Operating Procedures for all of MSIA’s operational provinces and Kabul, including, but not limited to; roles and responsibilities; briefing and debriefing; personal safety and security; communications; vehicles and travel; premises; information security; incident reporting; team member health and welfare; special situations.

3.5 Develop Contingency Plans for operational provinces and Kabul

Use MSI’s Essential Security Package (ESP6: Contingency Plans) Template and Global Security Framework to develop contingency options, security and medical evacuation plans including, but not limited to; contingency options by location; security evacuation decision making; re-locatable team member lists; evacuation concentration points; evacuation methods; evacuation communications; evacuation documentation; medical evacuation options; medical evacuation team member lists; medical evacuation process; stabilisation locations. This will include an analysis and comparison of extraction and evacuation response providers.

3.5 Develop Crisis Management Plans for MSIA

Use MSI’s Essential Security Package (ESP7: Crisis Management Plan) Template and Global Security Framework to outline crisis management roles and responsibilities and team member composition. Complete a psychosocial resilience, crisis communication and crisis coordination training needs assessment.

3.6. Conduct a Training Needs Assessment for MSIA’s Security Team

Establish the training needs of MSIA’s security team, providing recommendations for short-to-medium term training (in the next six months) and long term training (in the next 12 to 18 months).

4. Outputs

  • Essential Security Package (ESP 2,3,4,5,6 & 7)
  • Training Needs Assessment report
  • Consultancy report with specific recommendations
  • Weekly progress report submitted to MSIA Country Director and MSI Global Security Manager
  • Weekly call with MSIA Country Director and MSI Global Security Manager
  • A Contact Matrix of the key individuals met during the consultancy
  • Power mapping report

5. Timing

30 Days (ideally starting in February)
  • Minimum 25 days in Afghanistan visiting MSIA’s operational provinces and Kabul
  • 5 days for preparation and reporting

6. Terms

  • Daily consultancy rate to be agreed following review of the call for proposal response and contract negotiations
  • MSIA to pay accommodation costs in country up to $100 USD per night.
  • MSIA to pay visa fees, international and local flights (regular economy class)
  • MSIA to pay local transport costs
  • MSIA to pay a Per Diem at the daily rate of £27 (£10 deducted if lunch provided; £11 deducted if dinner provided). Not applicable on international travel days.
  • The consultant is responsible for providing their own travel, medical and contingency insurance

7. Reporting Arrangements

The consultant will report to both the MSIA Country Director and the MSI Global Security Manager

8. Consultant Specification

  • Extensive experience in security assessment and planning including: power mapping, context analysis, security risk assessments, developing standard operating procedures, contingency plans and crisis management plans;
  • Experience in conducting security training needs assessments and providing recommendations;
  • Experience of working in a security capacity and risk assessment in Afghanistan
  • Extensive knowledge of Afghanistan’s political and security environments
  • Demonstrated cross-cultural understanding and ability to operate in an insecure environments
  • Excellent English written and verbal communications skills
  • Ability to travel to provinces (e.g. Balkh, Herat, and Faryab)
  • Experience in similar security settings in other countries (e.g. Yemen, Sudan).
  • Qualified by an internationally recognised security academy or employed by an internationally recognised and licenced consultancy company

9. Budget

Proposals should not exceed $20,000 USD (exclusive of the expenses identified in the terms section above).

10. Submission Guidelines

Marie Stopes International invites qualified consultants to submit proposals to undertake this consultancy. The proposal should:
a. Outline how the consultant(s) meets the required specifications (outlined above);
b. Include the proposed consultant(s) CVs annexed to the proposal
c. Specify methodologies and provide a brief bio of the proposed consultant(s)
d. Detail the estimated timeline to undertake this consultancy (by specific task)
e. Provide an full budget
Proposals are due by 5pm GMT on the 5th of Feb. 2015, and should be emailed to Munir Khan, Procurement Supervisor at MSIA (admin.log@msi-afg.org) and Janna Candy, Programme Officer at MSI (Janna.Candy@mariestopes.org). Proposals received after this date and time will not be considered.
