International EOD/IEDD Technicians - Mali

Pay: Total compensation package will be up to 150K. Leave rotation will be 90 days on, 2 weeks off. Some portion of leave will be paid (accrue 2.5 days of paid leave per month).
Start Date: 15 October 2014
End Date: 30 June 2015. However, subject to funding, UNOPS may extend the contract for a period of up to two additional years, until 30 June 2017.
 
Requirements:
International EOD/IEDD Technicians of minimum 8 years experience, deployed respectively in Timbuktu (one team), Gao (3 teams), Kidal (2 teams) , Tessalit (one team) , Aguelok (one team) and Menaka (one team). All eighteen technicians shall be EOD/IEDD qualified (from a recognized international training center) with experience within 3 years of this RFP. Each Training/Mentoring team shall be composed of one English and one French speaking technician.
The technicians shall conduct the following:
• Conduct EOD training up to EOD Level 3 of MINUSMA EOD/IEDD Teams
• Conduct EOD/C-IED awareness Training for MINUSMA TCC countries,
• Conduct IEDD training of MINUSMA EOD/IEDD Teams
• Supervise and mentor the deployment of MINUSMA EOD/IEDD Teams,
• Monitor and conduct internal QA on the MINUSMA EOD/IEDD Teams,
• On-going capacity building/development of the MINUSMA EOD teams,
• Develop technical notes and course training packages

Scope of Work:
This contract will require the Contractor to implement the UNMAS training and mentoring support package to MINUSMA. The Contractor will work in Mali under the Mali Programme’s guidance, coordination and control as a supporting and enabling agent, enhancing the capacity of MINUSMA to manage explosive threats. In essence, the Contractor will supply qualified EOD/IEDD and medical mentors and trainers to support MINUSMA troops during EOD and IEDD operations in the field. Both EOD Companies from Cambodia and Nepal have already received basic training in EOD and IEDD and will be accredited by the Mali Programme. The trainers and mentors supplied by the Contractor will support MINUSMA EOD teams by providing continuation training in the field and deploying on operational activities with the MINUSMA EOD teams to maintain consistent oversight and guidance and ensure the teams remain effective and work according to acceptable standards. As the companies rotate out of theatre every 12 Months, mentors need to be prepared for changing EOD teams and continuation training and supervision is an ongoing and revolving task. The medical mentors will provide training and mentoring of the EOD team medics and basic life support training to the EOD teams and be on standby for medical evacuations and other duties as necessary.

The overall objective is to provide MINUSMA with EOD and IEDD training and mentoring support meeting international standards, enabling MINUSMA to effectively manage any explosive threats they face while deployed in Mali. Project objectives against which the outcome will be measured include:
Area of operations/eligibility criteria:
Provided that the security situation allows, these services would be conducted in Northern Mali, specifically in Timbuktu, Gao, Kidal,Tessalit, Aguelok and Menaka – with the Contractor’s HQ located in Gao . There shall be at least 22 (twenty-two) key international staff members assigned to this project. All staff members’ duty stations shall be in the Northern Mali as detailed above and as security permits.

Project Overview:
The UN Office for Project Services (UNOPS) implements programmes for the UN Mine Action Service (UNMAS), a unit within the UN Department of Peacekeeping Operations (DPKO) worldwide. The Mali Programme is implemented by UNOPS under this modality since early 2013.
Recent and on-going armed conflict in Mali has created a problem of weapon and explosive contamination, which is impacting the civilian population and stabilization efforts. This impact includes the potential loss of life and injury of people within affected communities but also the safe return of refugees and Internally Displaced Persons (IDPs). Explosive Remnants of War (ERW), Improvised Explosive Devices (IED) and landmines are also adversely affecting livelihoods, freedom of movement and economic recovery, as well as the safe deployment of national and international forces and extension of state authority. Some 65 casualties have been reported within the last year, although the actual number of victims is presumably much higher.
At the request of the Department of Peacekeeping Operations (DPKO), the United Nations Mine Action Service (UNMAS) first deployed mine action staff to Mali in January 2013 in the immediate aftermath of the crisis in order to conduct an emergency assessment of the situation with regards to explosive threats and in support of Security Council Resolution (SCR) 2085 (2012), in which reference is made, inter alia, to the importance for the United Nations (UN) to assist the Malian authorities in critical areas such as Mine Action and to provide coordinated assistance, expertise, training and equipment to the Malian Defense and Security Forces (MDSF) as well as the African-led International Support Mission to Mali (AFISMA).
Now mandated by SCR 2164 (2014), UNMAS will contribute to the following objectives, namely: (i) reduce the threat to MINUSMA and UN personnel through the provision of specialized training, equipment and mentoring of international combat engineering EOD and IED-Disposal teams as well as the delivery of risk awareness to UN staff; (ii) enhance national capacity to mitigate explosive threats through the specialized training, equipment and mentoring of MDSF and by providing advisory technical support to the National Commission against the Proliferation of Small Arms and Light Weapons; and (iii) by improving protection of civilians by supporting and tasking international mine action operators to priority contaminated areas in central and northern Mali.
