General Objective:
Under the management and direction of the Country Director and in collaboration with the Logistics Coordinator, the Safety and Security Expert is responsible for collecting and analyzing security information, recommending actions to be taken and updating mission’s security policies, SOPs and risk analyses as per need. Also provide operational support to the Emergency Teams (NET & SET).
Objective 1: Context and Risk Analyses
  • Collection and analysis of all security-related information from a variety of local and international sources (Field staff & bases, UN agencies, other INGOs, media).
  • Maintain a security risk assessment and regularly revise it whenever the context and situation is changing
  • Conduct threat assessments & risk analysis of ACF operational areas
  • Define & propose security rules and procedures to mitigate and manage risk highlighted in risk analysis
  • Update the existing plans in line with the changing context
  • Develop contingency plan related to each risk identified on the mission
Objective 2: Security Management
  • Support bases and field teams in Security Risk assessments
  • Ensure the implementation and follow up of security rules & procedures by the bases
  • Ensure that ACF vehicles, premises and equipment are compliant with basic security standards. Provide recommendation for improvement to relevant department
  • Coordinate post-incident follow up actions, analysis and recommendations
  • Participate in incident / evacuation / reallocation management under the supervision of the Country Director or take over direct management upon delegation by the Country Director
  • Monitor HR / Finance / Logistics / Program practices in terms of their safety and security implications and alert the Country Director if activities are impacting on the safety and security of the mission
Objective 3: Operational Support for the Emergency Teams
  • Collect information on any new location that the emergency team is supposed to go; not only security but all the other operational / logistics information and provide recommendation to the coordination team for future deployment
  • Support the emergency team Field Co’s in development of the SOPs for the new locations
  • Support the emergency teams logistically as per need and request by CD
  • Set-up a list of counties with security, operational and program related information. Provide analysis on each county and operational and security recommendation
  • In collaboration with the Logistics Coordinator, develop a mission transport strategy
Objective 4: Security briefings and training
  • Ensure that all visitors and newly recruited staff receive a full safety & security briefing within 12hours after their arrival
  • Ensure that briefing documents and maps are developed to help orient all staff (national and international) about the overall security situation in South Sudan, identifying particular threats and response procedures in the areas where staff will be based
  • Ensure that security rules & procedures are disseminated to the staff
  • Build awareness and capacity of both international and national personnel in terms of personal safety and security
Objective 5: Representation and coordination
  • Coordinate and liaise on safety and security matters with all relevant actors such as national and international NGOs, UN, donor organizations and governmental authorities
  • Represent ACF in security related meetings

POSITION REQUIREMENTS
QUALIFICATIONS
Education / specific degree / special skills:
  • A formal security qualification or appropriate security management training.
  • Practical field experience in security management/leadership role
  • Work experience in insecure/hostile environments, preferably in an INGO capacity
  • Ability to work within a multi-cultural, multi ethnic team and have comprehensive knowledge of the context and challenges of operating within the region.
  • Experience and knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in an insecure environment
  • Facilitation skills to train and coach national and international staff.
  • Competency in field based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite and internet systems.
  • Competency in Internet and Microsoft Office applications such as Word, Excel, PowerPoint, Access.
  • Ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
  • Strong report writing, analytical and interpersonal skills.
