Background
The NGO Safety Program (NSP) for Somalia / Somaliland is a program created by NGOs, which aims at supporting International and National NGOs to operate safely and securely in Somalia / Somaliland.
NSP, initially called the NGO Security Preparedness and Support (NGO SPAS), was established in 2004 by NGOs operating in Somalia / Somaliland. NSP is administratively and legally hosted by the Danish Refugee Council (DRC) to provide it with a legal and administrative framework, through which to fulfil its functions more efficiently, effectively and accountably.
NSP provides support to NGOs through 4 types of activities: [1] Information and Analysis (Reports, briefs…), [2] Training (Personal security, capacity building of NGOs), [3] Response (incident management support…), and [4] SPU facilitation for Puntland and Somaliland.
NSP is funded by ECHO, DFID, SDC and the CHF. All NSP services are free of charge for NGOs.
NSP intends to enhance its expertise to achieve the desired quality in the first and third of the activity types. Due to the high volume of activities the Organization is involved in, NSP is planning to outsource some of the geopolitical analyses to respond to the increasing demand from NGOs.
For this purpose, NSP is looking to constitute a pool of pre-qualified consultants, with a deep knowledge of Somalia / Somaliland and/or security management. The objective of this pool will be to produce different consultancy jobs in issues of interest around security conditions, or access to different areas for NGOs willing to operate in Somalia / Somaliland.
Hence, NSP is currently inviting experienced experts (individuals, not firms) to apply to be considered for registration in this consultant roster in the following thematic areas:
Area 1: Somalia and Somaliland knowledge of political context, its formal and traditional authorities, drivers of conflict, and key local actors.
Area 2: Safety and Security good practices within International Organizations, in hostile environments
These areas of expertise are not exclusive, and experts excelling in both areas are particularly encouraged to apply. The members of the roster will be directly eligible to work in different projects under NSP mandate, or recommended to different NGOs that may be looking for qualified consultants. The conditions for every work will be negotiated at the moment of hiring on a case-by-case basis, depending on the volume and complexity of the assignment, but always under a consultancy agreement.
Profile of the consultant
  • At least 3 years of experience in the Areas of skill.
  • Demonstrates commitment to NSP mission, to NGOs objectives and its independence.
  • Strong reporting and writing abilities.
  • Strong interpersonal and communication skills, resourcefulness, initiative, maturity of judgment, and the ability cope with situations that may pose conflict;
  • Openness to change and ability to receive/integrate feedback;
  • Ability to work under pressure and in stressful situations;
  • Good network among NGOs/UN Agencies operating in Somalia / Somaliland;
  • No restrictions to extensive travel in Somalia.
  • Flexibility with regards to the length of the contracts and substance of the assignments.
  • Basic computer skills (Microsoft Office, Internet, E-mail)
Languages
As a minimum, candidates need a working level knowledge of English.
Knowledge of Somali will be a valuable asset
Entry into the roster system does not necessarily mean a guaranteed contract with NSP. This will depend on forthcoming needs.
