Job Description
Under general supervision of FGG Corporate Security, the Security Manager plans, allocates resources and manages multiple Security staff responsible for oversight of assigned or attached project personnel, facilities, areas and US Government managed property and assets across multiple sites in Afghanistan. Supervises and or provides process oversight of identification, screening, selection, training and assignment of required department personnel, as needed. Oversees and directs identification, selection, implementation and management of assigned United States Department of State (DoS) Regional Support Office (RSO) augmentation support personnel. Assists Program
Director in estimating security costs and expenditure control, and in the identification, assessment, selection and approval of subcontracted security service companies.
Direct liaison to DoS RSO, governmental and non-governmental organizations (NGO); responsible for coordinating intelligence and personnel protection support elements including Coalition, Host Nation and/or Private Security Company (PSC) forces. Integrates into applicable security, force protection and enforcement organizational structures; participates and assists in strategic planning working groups, meetings, briefings, etc. Develops, implements, oversees, and recommends actions governing residential security, office and project security, airport security, vehicular movement and route selection and counter surveillance. Oversees and advises use of proprietary and/or contact guard forces, as required. Provides guidance congruent with corporate and client mission objectives in the execution of operations to achieve positive measurable outcomes. Facilitates Access Control of Locally Employed Persons (LEP), screening and requisite identification.
Maintains situational awareness of local and regional operational areas, geopolitical conditions, threat groups and organizations and hazard environments; ensures continual risk mitigation readiness. Periodically plans and conducts Task Order and specific assessments including: Threat, Physical and Operational of assigned or occupied sites, and critical life-support assets (Security, Communications, Medical, Subsistence Storage, Transportation, etc.). Produces and maintains active security strategies incorporating facilities, work sites and areas, access control points and operations, equipment, personnel and procedures designed to afford maximum safety, physical and operational security to assigned personnel and assets; provides technical guidance for planning and implementation of Security measures.
Ensures application and enforcement of governing corporate, project, and client policy, rules and regulations. Develops and delivers respective security-related training and briefs including: NISPOM, OPSEC, Ground/Air Movements, External Missions, Perimeter Work etc.; ensures documentation and training of staff and applicable subcontractors. Oversees Loss Prevention Program ensuring the planning and implementation of appropriate physical security measures to all managed facilities and areas. May coordinate and administer background checks and security clearances. Develops and implements mitigation measures including Key Control Program, Patrolling and physical security checks of facilities, vehicles, gates, doors, etc.
Ensures response to internal and external enterprise violations of dishonesty, fraud, conflict of interest, ethics, workplace violence and sabotage. Directly engages in any escalated or emergent hostile or natural events ensuring appropriate application of security procedure. Project Crisis Management Program lead. Conducts investigations and provides guidance and oversight of violations of client, corporate or project policies. Oversees, protects and responds to violations of company ethics policy, both inside and outside the enterprise, to include dishonesty, fraud and conflict of interest, and other issues related to workplace violence, antisocial behavior (making threats, engaging in sexual harassment, etc.), gambling and sabotage.
Build, improve and maintain effective relationships with client, customer, management and employees. Overall responsibility for the timely and accurate submission of all corporate, project, department and client directed security related reports.
Basic Job Requirements Undergraduate degree preferred and 8 years of directly related experience in the security function required, of which 3 should be in a supervisory role. Elevated criminal background screening applies. Secret Clearance preferred; must meet eligibility to obtain Secret Clearance.
Must be knowledgeable of anti-terrorism force protection (ATFP) procedures and practices. In conjunction with Program Management Office, develops and implements security recommendations into practice. Experience conducting formal inquiries regarding fraud & loss or any criminal act or violations required. Demonstrated knowledge of basic interview and investigative techniques and written reports as related to security incidents required. Formal reporting and oral presentation skills required.

Position may be located in a war zone in a contingency environment with harsh and dangerous working and living conditions, including lifting and carrying 25 pounds of personal protective equipment for extended periods of time.
Preferred Qualifications
Bachelor’s Degree, military experience with US Special Forces operational background and time in this field, and contractor on the battlefield experience. Successful international assignments and or contingency operations experience.
