Description
The Security Manager is responsible for the management of CSIS Security within the geographic area to include both Citi personnel and properties. The position is responsible for maintaining a high level of customer service to our clients, managing and negotiating significant vendor contracts as well as the quality assurance of CSIS work product. The Security Manager is responsible for ensuring that established business goals, prioritization and results are maintained through effective allocation of resources and productivity. The Security Manager must demonstrate outstanding leadership in preparing for and responding to emergencies and crisis in order to preserve life and minimize business disruption. Responsibilities can be divided into seven disciplines including Operational, Emergency Preparedness, Managerial, Financial, Project Management, Personnel Management, and Administrative. Functions below are not considered all inclusive. Some functions outlined below may not be required for all positions.
OPERATIONAL
The Security Manager is responsible for assessing the security and fire/life safety programs regarding personnel and property. Utilizing Fire/Life Safety Inspections and Risk Assessments, the Security Manager will ensure programs and processes are in place to optimize the safety and security of personnel and assets. The Security Manager provides Fire/Life Safety training to employees and is responsible for providing in-depth security training to selected security vendors. The Security Manager must be knowledgeable of security systems including access control and CCTV systems and fire/life safety issues. The Security Manager is considered the security expert for local business partners and will act as the liaison with Law Enforcement and Government agencies including the FBI. Recommendations for security and safety practices are reviewed with senior business personnel and CSIS senior management for action. In addition, the Security Manager will be the contact regarding internal and external audit support. Internal groups such as ARR as well as external auditors such as KPMG, OCC, and OTS will require interaction with Security Managers when reviewing security practices as well as specific confidential security related information. The Security Manager may also be called upon to provide executive protection to top level Citi executives. The Security Manager must be aware and prepared for situations that may arise. This will include preliminary work prior to the event as well as providing escort and protection throughout.
EMERGENCY PREPAREDNESS
The Security Manager will partner with the local business, local law enforcement, government agencies, and senior CSIS management in order to develop a comprehensive program that will effectively plan for minor incidents and major events that would impact the safety and security of personnel or premises. This plan will include routine responses as well as escalation steps that will include action during man-made or natural disasters. They will coordinate local evacuation drills as well as participate in larger tabletop exercises to ensure a state of preparedness exists. The Security Manager must respond to events once they occur. The Security Manager will respond to bank robberies and will become the primary individual when dealing with the FBI. Security events that do not require a physical response are managed through communications and vendor deployment. Security Managers become the primary contact with the business unit during natural disasters that may affect personnel or property. They may also be asked to represent the business during legal proceedings involving security issues or incidents.
Qualifications
MANAGERIAL
The Security Manager is responsible for the selection of guard contract vendors and security equipment vendors. The Security Manager along with Citi Procurement Services identifies appropriate vendors to participate in the bidding process as well as review of bid analysis and ultimately the selection of an approved vendor. Once selected the Security Manager becomes responsible for the management of that vendor which includes ensuring the terms of the contract are being met. The Security Manager must also ensure that the guard vendor is properly trained and required services are being provided at the locations identified as part of the contract. In addition, the Security Manager is the primary contact with the vendor after the contract award and will initiate emergency coverage for any location within their geographical area. The Security Manager must be knowledgeable in physical security practices and be able to train contract security staff in security policies and procedures. In addition, they must ensure security systems and equipment is fully functional and manages the system vendor personnel and contract. The Security Manager will also be called upon by senior management to provide specific information, analytics, and evaluation of site-specific information and vendor performance.
FINANCIAL RESPONSIBILITY
The Security Manager is responsible for the specific budget(s) within their assigned geographical area. The Security Manager will ensure effective utilization of resources within the limits of the budget plan. Each Security Manager will assist in the monthly expense review and annual allocation processes. This will include management of all security expenses and associated costs along with all direct and indirect charges against their specific cost centers.
PROJECT MANAGEMENT
The Security Manager must be knowledgeable of physical security including project design and implementation. The manager may be involved in new facility design, retrofitting of existing property, or implementing new technology or security enhancements within their geographical area. As the security expert, the manager will be responsible for each step from design to installation.
ADMINISTRATIVE FUNCTIONS
The Security Manager is responsible for processing and tracking of invoices, procurement and purchasing of specific site related security equipment and/or necessary repairs for locations within their geographical area. The Security Manager is responsible for the operational effectiveness of all locations within their area. This includes Risk Control Self Assessment reviews, maintaining record retention and storage, equipment and supply requisitions, and other functions necessary for continuation of business
