Job Description
The role of the Surveillance System Manager (SSM) is twofold. Firstly it is to manage and administer the personnel and resources assigned to the contract between Olive and its client Shell International Petroleum Development B.V. for the provision of technical security systems to its operations on the Majnoon oil field, southern Iraq.

This will require the Manager to deliver the contracted service and systems safely, reliably, on budget and in accordance with policies, procedures and standards laid down by Olive Group and by Shell International Petroleum Development B.V. In carrying out the role, the Manager is to be the subject matter expert on technical security systems that have been provided to the client on the Majnoon Field Development (MFD) including writing and delivering the training programme for the security radar provided by Olive Group.

The SSM will have sufficient experience in both the administration of security contracts and technical security operations in remote and hostile environments to be able to achieve the objective, which is to fulfil the terms of the Olive Group contract with its client. This will require complete responsibility for the contract budget, for assigned personnel and equipment, for associated governance and for effective client liaison.

KEY TASKS AND RESPONSIBILITIES
The routine tasks and responsibilities are as given below, though these may be adjusted from time to time on instruction from the Programme Director responsible for delivering the entire Olive Group package to the client, including technical surveillance systems.

Key leadership engagement; Responsible for engaging relevant stakeholders to prevent and resolve any project related issues.

Identify under/over contractual performance; Accountable to identify and take appropriate follow up action to resolve under/over contractual performance.
·
Identify PWS modifications and execute contract modifications; Accountable to identify and execute contract modifications.
·
Become a subject matter expert on technical access control system already provided to the client on the MFD
·
Write, develop and deliver a training programme for Local National operators in order to bring the security radar into operation
·
Assist in the development of SOPs for the operation of the entire integrated system of radars and cameras and the response to hostile activity.

ESSENTIAL CAPABILITIES & SKILLS:

Ability to draft detailed and accurate reports.
·
Ability to articulate facts in a timely and accurate manner both orally and in writing.
·
Proven command, control and operational experience in a challenging or high risk environment.
·
Demonstrable balance with a calm demeanor in response to accident and hostile incident.
·
Ability to liaise and interact with Host Nation Security and Law Enforcement agencies.
·
Demonstrable initiative to adapt a new and developing role and maintenance of accuracy in high pressure situations.
·
Ability to identify and react rapidly to security significance issues encountered.
·
Understanding of the cultural and diversity issues within a team and promotion of harmony.

KEY COMPETENCIES:
Competency in Information Technology and ability to operate MS Word, Excel and PowerPoint.

Formal training in Lenel access control systems in operation within the project.
·
Fully cognizant on all Olive Group Iraq SOP, Project specific SOP’s, Olive Group Policy and directives and Host Nation Laws.
·
Possess an experienced based knowledge of training procedures in order to maintain the operational effectiveness and compliance of the team.


QUALIFICATION:
Minimum of 10 years experience in a role involving the use of a ground-based Radar or surveillance system that was primarily used for detection, identification and verification

Minimum of 5 years in the military, law enforcement, private security sector, or other commercial sector (such as coast guard, health & safety, or oil & gas) with similar characteristics and challenges.
·
Satisfactory completion of a criminal record check within the recent 12 months
·
Previous operational experience in a high threat environment is preferred
·
Previous operational experience in the client’s sector (e.g. Oil & Gas) is preferred.
·
Previous experience at developing training programmes is desirable
