Security Advisor

Position Summary
  • The Security Advisor position is part of the International Program department of Australian Red Cross (ARC). 
  • The Security Advisor is responsible for developing, implementing and maintaining a comprehensive security strategy in order to minimise a broad range of safety and security risks to ARC, its staff, assets and operations.
  • Working collaboratively with colleagues within Australian Red Cross and the International Federation of Red Cross Red Crescent Societies (International Federation), the Security Advisor will provide leadership, technical advice and direction in establishing and implementing effective policy, procedures and training which mitigate risks to staff living, working and travelling internationally, in line with best practice.
  • The role also considers Australian regulations that impact the work of the Red Cross internationally.
  • The successful candidate will lead the strategic direction and oversight of an effective security framework for international programs, including monitoring of security reports, analysis of security threats, identifying trends and recommending mitigation measures for, and on behalf of, deploying volunteers, delegates and staff including critical incident management and providing reports to relevant security management stakeholders.

Key Responsibilities
Strategic
  • Review, update and communicate a Security Management Framework and related, policies, tools and
    forms within Australian Red Cross to ensure the safety of people travelling overseas and to further
    enhance the security culture within the organisation.
  • Ensure the Australian Red Cross Security Management Framework maintains consistent approaches
    towards security with International Red Cross Movement partners, DFAT, Australian Volunteers for
    International Development (AVID) partners and host organisations.
  • Provide advice and contribute to the development and review of Australian Red Cross security plans,
    policies and procedures for a range of countries.
  • Lead the process of continuous learning to identify tools and processes that can be implemented across
    ARC international programs that meet with international best practice. 
  • Ensure that any new Australian legislative requirements are considered within international security frameworks such as Workplace Health and Safety (WHS)
Operational & Technical Support
  • Monitor and analyse the security situation internationally and identify security related trends and issues
    that affect Australian Red Cross people and programs.
  • Provide technical and/or operational advice to Australian Red Cross international (and where requested,
    national) staff as well as to partner Red Cross Red Crescent National Societies in regard to security for
    program planning, people and incidents.
  • Undertake security risk assessments of Australian Red Cross operations according to the needs as
    directed by International Program Management Team (IMT)
  • Take the lead advisory role during an emergency response on security, ensuring that operational goals
    are supported and a high professional standard achieved.
  • Ensure timely and accurate security incident reporting and analysis and provide recommendations for
    implementation of mitigation measures. This includes data entry of all security incidents into the incident
    database. This includes providing an analysis of incident trends both to donors as well as internal Red
    Cross management
  • Provide, facilitate and advise on appropriate and relevant security training for Australian Red Cross
    people including delegate induction training, IMPACT, and Pre-departure Training (PDT) for AVID
    volunteers.
  • Support the International Training team in the revision and occasional delivery of security sessions for the
    Australian Red Cross International Humanitarian Action Training targeting staff and members of the
    public.
  • Provide advice on content and format of security plans, and support tracking and update of review dates.
  • Work with International Delegates and Volunteers Program (IDVS) staff to ensure all documentation
    required for security audits and incident reporting is available and up-to-date
  • Undertake after-hours emergency on-call duties as required and set out in current guidelines.
Relationship Management
  • Represent Australian Red Cross both internally and externally
  • Build and maintain effective security related contacts and relationships with Red Cross Red Crescent
    Movement stakeholders, DFAT, AVID Partners and other humanitarian actors including UN agencies and
    NGO’s as required.
  • Build and maintain effective relationships within International Program and across the whole organization.
  • Advocate for Red Cross & humanitarian principles
Position Selection Criteria
Technical Competencies
  • Demonstrated significant security advisory experience with international relief and development
    organisation(s) or similar.
  • Experience leading, training and facilitating security risk assessments and security audits
  • Excellent analytical capacity including the ability to improve policies and processes, and to identify
    pragmatic solutions to complex challenges
  • Excellent communication, including inter-personal, negotiation, cross-cultural, and written skills
  • Ability to effectively communicate with all staff within the organisations including briefing senior
    management on the status of security risk management or critical safety/security incidents
  • Ability to work independently and also experience of successfully and collaboratively influencing and
    supporting teams, including remote members
  • Demonstrated diverse experience in the design, facilitation and delivery of a range of training including
    emergency simulations
  • Ability to work creatively and resourcefully and to deliver work outputs within set deadlines
  • Demonstrable experience creating, updating and managing the administration and document control of
    security frameworks.
Qualifications/Licenses
  • Relevant tertiary qualification and any additional training in security management.
