Job Summary 
This National staff position reports to the Kabul-based National Security Officer (NSO) and will be responsible for the security of the assigned IDLO provincial office, personnel and operations. The post is based in one of the following provinces:

• Kunduz City
• Faizabad, Badakhshan
• Herat City
• Bamyan


The role will directly coordinate with and support the provincial National Team Leader in order to facilitate safe and responsible operations for the provincial IDLO team. This will involve:

• Personal security of Staff
• Movement control
• Compound security
• Operational security
• The provision and maintenance of Standard Operating Procedures (SOPs) and Emergency Response Procedures (ERPs).

The role will involve travel, concentrated in surrounding districts and provinces, but also to Kabul and potentially elsewhere in the country.

The role requires the incumbent to maintain expert knowledge of the assigned province, including intimate familiarity with the security situation and local geography, roads, politics and infrastructure.


Duties and Responsibilities 1. Compound Security

a. Conduct compound Security Risk Assessments (SRAs) and Venue Assessments, as required or directed by the Kabul security team.
b. Manage access control and associated guard force, or chowkiddars and enforce access control policy.
c. Supervise security construction work.
d. Provide technical support to the procurement process with respect to security procurements.

2. Movement Control

a. Assist the Team Leader in managing vehicle resources.
b. Manage the IDLO vehicle fleet, reporting serviceability problems to the Logistics Department.
c. Assess road missions and provide recommendations on their safe conduct.
d. Manage Bank/Cash Runs in accordance with IDLO procedures.


3. Local Security Policy and Procedures

a. Produce and maintain SOPs and ERPs for all aspects of security operations for the assigned office. The Kabul Security Team will provide support and supervision, as required.

4. Security Operations

a. Maintain relationships with local security actors, agencies and counterparts.
b. Monitor the security situation closely, updating all provincial staff on relevant threats and security issues.
c. Advise staff on their personal security responsibilities and conduct training.
d. Keep the Kabul Security team updated on threat developments and incidents.
e. Submit reports and returns as required by Kabul security team.
f. Assess, manage and directly support Field Trips conducted by the relevant provincial office. This may include travelling with the party making the trip.
g. Assist the Team Leader in supporting field trips mounted by other IDLO offices to the province the PSFP is responsible for. Provide updates to Kabul security team as required.
h. Management of incidents affecting IDLO.
i. Other security related tasks, as directed by the Security Manager.

Qualification a. At least five years security management experience.
b. Must have previously completed security assessments and other formal security documentation.
c. Experience working with international organisations.
d. Military or police background. If not, formal security career training from credible institution (such as United Nations).
e. Expert knowledge of the province applied for, as well as surrounding provinces.
f. Fluent, verbally and in writing, in Dari and Pashto
g. Excellent standard of verbal and written English.
h. Experienced and familiar with Microsoft applications and fully computer literate.

6. Qualifications

a. Full valid driving license.
b. Must pass security vetting.

c. Experience

1. At least three years of experience in security or related field.
2. Should have experience of working in an International Organization
3. A strong knowledge of the security situation across Afghanistan.
4. Should have the ability to work with National and International staff.
5. Should have knowledge of working with ANP and other security forces.
6. Be familiar with filing and good office practice.

Skills/Qualifications

1. Must hold a full and valid drivers license.
2. Able to speak Dari, Pashto and English fluently.
3. Excellent written skills, in the above languages and strong knowledge of Microsoft Word and Excel.
4. Thoroughly familiar with computer, printers and office equipment.

1. Confident travelling around Afghanistan.
