WV International/Afghanistan started its operations since 2002 in the western provinces of Afghanistan (Herat, Ghor, and Badghis) in the areas of Education, Health, Agriculture, and Water & Sanitation.
Job Summary WORK CONTEXT / BACKGROUND:

The position is located in World Vision Afghanistan - National Office.
PURPOSE OF POSITION:
To be responsible for the implementation of security management for World Vision operations Afghanistan in close liaison with the Resilience and Operations Support Director. To mitigate, prepare for and minimize personal and operational risk in WV programs in Afghanistan. To ensure safety, security and protection of staff, appropriately addressed within the national context of World Vision Afghanistan, classified as an insecure complex humanitarian environment. To liaise and coordinate with the Regional Security Advisor on security issues that impacts the WV operations in Afghanistan. Required to have good contact with internal and external sources, especially with local communities where World Vision operates.

Duties and Responsibilities MAJOR RESPONSIBILITIES
ROLE DIMENSION / DESCRIPTION
I. Security Management
a. Responsible for initiating and carrying out Risk Assessments of potential and current World Vision operational areas in Afghanistan coupled with core security requirements (CSR)
b. Responsible for developing, reviewing, distributing, rehearsing and keeping up-to-date appropriate Security Protocols, Evacuation and Contingency Plans for personnel, programs, materials and documents.
c. Ensure the implementation of the minimum security management procedures/standards established based on best practice security procedures in coordination with the Regional Security Advisor and the Office of Corporate Security.
d. Organize, implement and follow-up on the promotion of security awareness among national and international staff.
e. Maintain appropriate levels of life-support materials to include food stocks, water, medicine, blankets, etc. in the relevant context as necessary.
f. Establish, maintain, and monitor staff and asset movement tracking systems. Maintain information systems that clearly present this information to WV staff while maintaining operational security on movement information.
II. Training
a. In close collaboration with the Regional Security Advisor and the Resilience and Operations Support Director, develop a security-training plan and implement the same, providing training to national and international staff which includes but not limited to:
1. Personal and corporate security as per WVI Corporate Security Guidelines and policies.
2. Identification and establishment of early warning systems.
3. Emergency evacuation and contingency planning, hibernation strategies and medical response planning.
4. Orientation and briefing of new national and international staff on WV-AFG security policies, regulations and operating procedures
5. Training in the use of HF/VHF radio and satellite communications.
6. Ensure First Aid and CPR training are provided as required.
b. Participate in WVI training programs offered by the Office of Corporate Security.
c. Train the WV staff on how to complete the WVI Office of Corporate Security on-line Personal Security and Security Management Trainings.
d. Be trained in Crisis Intervention Stress Management so as to assist with Staff Care in emergency situations.
III. Networking

a. Establish networks with other NGO’s and UN agencies (where appropriate) regarding security and establish an information exchange network.
b. Maintain contact with WV (Partnership) Corporate Security Office regarding national office incident reporting in conjunction with Resilience and Operations Support Director.
c. Coordinate and assist the Country (Crisis) Management Team in situations of increased security risk.
d. Where appropriate attend UN security meetings and Security meetings for the region.
e. Develop and maintain strong contacts with military authorities as appropriate and in line with WV statements of Operational Guidelines relating to cooperation with military/peacekeepers.
IV. Reporting


a. Prepare and send incident reports to the Resilience and Operations Support Director, Regional management and Corporate Security Office when necessary in conjunction with the Resilience and Operations Support Director.
b. Prepare monthly and other reports as required.
c. Coordinate with the Resilience and Operations Support Director to advise the National Director and SLT on necessary action points during times of increased security risk / tension.
V. Human Resource Management

a. Prepare a security orientation document / briefing and ensure all new incoming staff and visitors are briefed upon arrival.
b. Ensure that security staff are trained technically for equipment and assessments
c. Coordinate closely with the People and Culture Department (P&C) on stress management caused by security incidents.
d. Engage in the identification and recruitment of staff.
e. Develop the capacity of staff in the Department by working closely with People and Culture Department on staff development through effective coaching, mentoring and performance management processes.
VI. Other
f. Any other duties as identified by the Resilience and Operations Support Director, in consultation with the Office of Corporate Security.

Education 1. Demonstrated evidence of working towards a university or college degree, coupled with relevant experience.

2. Fluency in Dari is an advantage. Preferred
Experience 1. Minimum of 3 years of NGO/UN field (operations) experience and at least 2 years of field security experience Essential
