Local Safety Officer - Jordan

Background
In Jordan the DRC has established solid emergency interventions including Cash Assistance, NFI
distributions, Shelter, protection referral. The Programme is currently operating in Amman, Ma’an, Tafileh and Karak Governorates.
Duties and Responsibilities
Within delegated authority, the Local Safety Officer (LSO) will be responsible for the following duties:
  • Provide comprehensive review of countrywide security situation on a daily basis through local media and other sources and advise/brief the supervisor on trends/situation that could affect DRC operations on a short/medium-term basis;
  • Ensure full information received and/or provided when starting/finishing daily period of duty;
  • Provide support to the supervisor in investigations, in-depth incident reports and security assessments countrywide[D1] or individually as requested;
  • Conduct field trips to support other sub-offices or staff in the field at short notice whenever requested by supervisor/management;
  • Be on call 24 hours a day seven days a week to support supervisor/staff as required;
  • Liaise and coordinate with the local government security organizations and other appropriate national authorities on all matters relating to the safety and security of DRC staff members and assets; Regularly update the supervisor at the Country Office/Regional Safety Advisor on security developments;
  • Assist the Country Office/Regional Safety Advisor in maintaining the Security Plan up-to-date, including updating lists of staff;
  • Maintain DRC Minimum Operating Safety Standards (MOSS); Assist in developing and implementing MOSS and Standard Operating Procedures (SOPs), and ensuring that all DRC offices are compliant;
  • Asses the security situation at the duty station, including assessing threats related to the DRC staff safety, and prepare situation reports; Ensure the timely verbal reporting of all incidents, followed by the written reporting through the DRC Safety Incident Report (SIR) format; Coordinate 24 hours response to all safety and security related incidents involving DRC staff;
  • Carry out safety and security evaluations and provide advice on corresponding measures for the residencies of DRC staff and DRC offices;
  • Act as the direct focal point on safety and security matters for managers in area assigned; support and advise the managers in area assigned in solving problems, report on a regular basis to supervisor on status; Monitor, assess and where relevant update the internal Safety Level System;
  • Organize (re-)training courses on safety and security issues/awareness and preparedness for staff members, as identified by the supervisor/Regional Safety Advisor;
  • Brief visitors and new DRC staff members, including implementing partners where applicable;
  • Ensure that the appropriate level of confidentiality is maintained with regard to security matters;
  • Evaluate and recommend procedures. Participate in discussions on new/revised procedures and practices; Interpret and assess the impact of changes and make recommendations on follow-up actions;
  • Liaise and where appropriate coordinate staff travel and movement, as well as equipment issues with Logistics Officer;
  • Perform other related duties as required.
Qualifications
Education Secondary school education supplemented by university courses/diploma in social sciences or graduated military/police officers.
Language Fluency in both oral and written communication in English and Arabic.
Experince At least six years of progressively responsible work as military/police officer or minimum of six years working experience in administration/coordination/cooperation at middle management in larger companies/organisations.
Knowledge Professional background directly related with security issues (e.g. in military, police etc.). Good knowledge and understanding of key political, social, operational and security risk issues of the country. Excellent knowledge of standard computer applications.
