Background
UNDP Somalia’s Programme is strongly focused on post conflict recovery and consolidation of peace. One of its main Programme portfolios is Governance and Rule of Law (GROL).
UNDP’s Rule of Law and Security Programme works towards improved security and protection under the law for all Somalis. As such, it seeks to advance human development by strengthening national and local capacities to prevent, mitigate and cope with the impact of violence.
The UNDP Civilian Police Project has been focusing on promotion of community policing principles, human rights and gender equality. Broadly, the programme has been focusing on macro-level policy development, combined with capacity-building for police institution and increasing overall access to justice for Somalis. In particular, one of the main project aims is to ensure i more effective policing at the community level, including support to rural and coastal areas, UNDP Somalia proposes developing a total of eight ‘Model Community Police Stations’ in Puntland . This will be a comprehensive program delivered over an initial time frame of three years (2012-2014). The aim of the model police stations are to ensure that policing is developed and delivered in consultation with the community and that it responds effectively to the needs of the community. Emphasis is placed on the community and police collaborating in the identification of insecurity and the community supporting policing in responding to insecurity. This is a critical element to ensure that police services play a key role in the wider comprehensive rule of law approach. Human and technical capacities are built in tandem with the police station model so that newer and younger officers, particularly women, with sharper skill sets and new ways of thinking can better interact with local actors demonstrating Human Rights and Gender mainstreaming.
Under the overall supervision of the UNDP Head of Sub Office and the direct technical supervision of the Civilian Police Project Manager, the incumbent will conduct an assessment of existing Model Police Stations (MPS) in Puntland and Federal Somalia that will result better understanding of the current gaps and more standard approach to the design of the MPS ensuring community outreach.
Duties and Responsibilities
Objectives
Under the direct supervision of the Civilian Police Project Manager, the consultant services should result to the following:
Model Police Stations (MPS) and other police infrastructure in Somalia Central and Puntland are designed and constructed to effectively respond to the needs of the community and adequately react on security threats, including piracy.
The stations design and architecture is fashioned in such a way as to facilitate external community engagement, including district safety committees, legal assistance groups and provide specialist support for women’s security concerns, including SGBV.
Puntland and Somalia Central MPS design and architecture is uniform with sufficient number of standardized designs and solutions provided in line with world/region best practices and Human Rights principles.
The new/proposed MPS designs and architecture are validated by the Somalia Central and Puntland counterparts and harmonized with the security sector donors, key actors and UN mission and agencies.
Scope of work
To conduct the assessment of the MPSs in Puntland and Somali Central focusing on architectural and design elements of the constrictions that could be enhanced in order to provide better access to the community, including vulnerable groups;
Carry out a brief research on the world/region best practices of the Community oriented police infrastructures that could be replicated to Somalia Central and Puntland including coastal areas;
Facilitate meetings and workshops with the relevant counterparts and Somali police infrastructure key actors to ensure that the MPS features are in line with Somali police requirements and fully meet community policing and operational needs;
Draft the assessment report, focusing on short and long term solutions for the MPS and police infrastructure future improvement. Share the report with the beneficiaries and interested parties;
Based on review of the existing practices, develop the MPS designs portfolio and validate the product with the counterparts;
Present the product (MPS designs portfolio) to the Somalia security development forums and Police Working Group for possible outcomes and recommendations.
Monitoring and Progress controls
The Consultant will prepare a work plan and progress updates that can be reviewed from time to time as the situation dictates to assess whether the work performed meets the standards set by CPP;
The Civilian Project Manager will review the deliverables of the consultant and certify payment if the performance evaluation is found to be satisfactory.
Final product/Deliverables
Assessment report: The consultant is expected to produce the report at the end of the MPS assessment identifying key findings, conclusions, recommendations and lessons for the current and future operation. This will be reviewed by Area Project Manager. No. of Days – 10 days;;
Workshop report: Based on the assessment and brief research outcomes, the incumbent should conduct consultative meetings/workshops with the SC and PL counterparts. No. of Days – 15 days;
Final product: The consultant will present developed MPS designs portfolio (Hard copy and Auto/Archi CAD format) to the Somalia security area key actors, donors and counterparts. No. of Days – 15 days.
Review/approval time
Draft assessment report within 20 days of assignment;
Final product after 30 days of assignment.

Required Skills and Experience
Education:
University Degree in Architecture/Building construction.
Knowledge in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web based management systems.
Excellent knowledge of AutoCAD and Archi CAD.
Experience:
5 years Architecture working experience including infrastructure designing;
In-depth knowledge of UNDP/UN policies and programmes in crisis and post-crisis situations, and/or experience in Somalia is highly desirable;
Vast experience in security infrastructure design and construction;
Knowledge and experience of project management.
Language requirements:
It is a requirement that the consultant is fluent in written and spoken English.
Other:
Flexibility, adaptability, and ability and willingness to operate independently in austere, remote and potentially hazardous environments for protracted periods, involving physical hardship and little comfort, and including possible extensive travel within the area of operations;
The expert will be required to have a personal lap top computer and all required software.
