Detainee Fielding & Training-Guard Force Senior Trainer

Job Summary
Mentor the Afghan MoD/General Staff and Afghan National Army (ANA) in establishing capabilities to receive detainees and conduct detainee holding procedures within internationally accepted standards.

Principal Accountabilities
AMDP/CSTC-A has the responsibility of mentoring the Afghan MoD/General Staff and Afghan National Army (ANA) in establishing capabilities to receive detainees and conduct detainee holding
procedures within internationally accepted standards. In support of this requirement AMDP/CSTC-A is contracting to assist the Ministry of Defense (MoD) and associated ANA forces in assuming full responsibility of the ANDF Pol-E-Charki (PeC). These duties and responsibilities are assigned to and executed by the JTF 435 Afghan
Detention and Corrections Advisory Team (ADCAT). This individual will be part of a multi-instructor workforce providing instruction in their functional area.
  • Synchronize the development of the Guard Force with the development of management, operational, administrative and logistical systems.
  • Support leaders, soldiers, and staff members in assuming full responsibility for the ANDF PeC.
  • Attend meetings and other functional boards such as combined staff meetings to achieve vertical and horizontal integration of systems and processes.
  • Establish or update detainee receiving and holding procedures or plans and then train Afghan MoD/GS and ANA on the proper SOPs, policies, procedures, and techniques of managing detainees and use of associated facilities and equipment. Procedures include the planning, design, fielding, equipping and training of ANA detainee processing and holding capability.
  • Focus on building organizational capacity and capability.
  • Work with the soldiers and company grade leaders.
  • Enforce the SOPs, policies and procedures implemented to support the daily operations and immediately report all violations and deviations thru the ANA chain of command and to the ADCAT.
  • Aid in the assessment of ANA soldiers and junior leaders and provide information for the daily reports.
  • Monitor the ANDF PeC leadership while working inside the ANDF.
  • Mentor on the compliance of international standards for prison operations.
  • Assist and mentor at all ACO training.
  • Monitor ANDF operations while providing guidance and advice to ACOs performing corrections duties in the ANDF.
  • Conduct weekly training and note opportunities for improvement. Use these opportunities in subsequent trainings to improve overall guard force skills and capabilities.
  • Report and document all activity to the guard force supervisor. Ensure that the ACOs report serious incidents to the Chain of Command.
  • Monitor and record ACO attendance at guard mount and ANDF post manning assignments.
  • Provide Field Training Assistance (FTA) to all shifts to enable ANA to properly perform duties and report violations of policies and SOPs and ensure performance of duties. 
  • Other duties deemed necessary by management.
Knowledge & Skills
  • Working knowledge of Laws, regulations and policies regarding detention and correction operations
  • Ability to provide templates and guidelines for creation and implementation of new governmental policies; Information Management staffing procedures; and prior experience assisting and mentoring at senior levels required. 
  • Superior writing, computing and communications skills required.
  • Ability to review relevant U.S. Field Manuals and publications for application to the Afghan National Army; in conjunction with CSTC-A.
  • Ability to develop course of instruction and course materials.
  • Ability to provide classroom training as required to teach, coach, and train Afghan counterparts.
  • Must demonstrate creative problem solving skills and the ability to work independently or as part of a team equally well.
  • Must be eligible for SECRET Level Security DoD Clearance (previously granted and never revoked or suspended).

Experience & Education
  • Bachelors or Education Equivalent preferred.
  • Minimum five years of military as an NCO or Officer, or as a civilian corrections officer in a correctional training environment.
  • Prefer minimum officer rank O-3 or non-commissioned officer E8 – E9 with experience in Battalion level or higher training and or maintenance operations, or commensurate civilian corrections experience.
  • Recent operational experience training Afghanistan or Iraq forces is desired.
  • Experience in office automation programs, such as MS Office, PowerPoint, Excel, and Microsoft Word required.
  • Experience in working with Middle Eastern or Asian cultures is desired.
Physical Requirements/Working Environment
  • Must meet all physical, medical and other requirements for overseas deployment in accordance with current Department of Defense (DoD) regulations.
  • Must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months.
  • Dental and medical readiness must be up to date.
  • Must maintain a current US Passport.
  • Must be able to lift 50lbs.
  • Posses the ability to work in a cramped office environment and in an austere environment.

Travel
  • Must be able to travel throughout Afghanistan
