PURPOSE OF POSITION:
Provide training for all World Vision (WV) staff in Hostile Environment Awareness Training (HEAT) and Security Risk Management Training (SRMT) to effectively address and mitigates critical security threats and risks faced by the organisation. To assist and facilitate in all security related workshops and training events to enhance the safety & security of World Vision staff, assets & programmes and to minimise operational risks to World Vision.

KEY RESPONSIBILITIES:
TRAINING
This position exists to enable to fulfil WV ministry with a greater level of security and safety. The
position will assist in designing and delivering personal security training especially for medium and high risk offices including security risk management and hostile environment awareness training in 5 self equipped regional training hubs.
Participate in the development of an effective global security training strategy that reflects WV’s strategic direction, operational threat environment and international best practices.
Deliver security training to WV security staff and programme managers.
In consultation with the Director of Training, support Regional Security Directors (RSD) and National Directors (ND) with appropriate security training advice and capacity development.
Ensuring the integration of the security training and development program with relevant WV leadership and management training programs.
Collaborate with Regional Security Directors (RSD) to ensure that the Office of Corporate Security (OCS) Security Training strategy appropriately supports the regional operational program priorities.

TECHNICAL SUPPORT
Provide technical advice and support to the Director – Training and the Regional Security Directors (RSD) on security training and development issues and there likely impact on WV’s strategies and programme operations.
Provide collective oversight of WV’s security training and manage the continual reconfiguration of the system to incorporate online security training etc.
Work closely with Regional Security Directors (RSD) to provide appropriate security training for WV staff with specific focus on ‘Medium – High Risk Contexts’ and the application of WV’s security risk rating system.
Collate analysis on specific threats and volatile contexts as required by the Director – Training.
Contribute to development of global policies, guidelines and standards relating to security training.
Support and advise Regional Security Directors (RSD) on all security related training.

OPERATIONAL SUPPORT
Provide sound technical support to all WV staff during workshops and at regional & global level.
Review all Security Training Material with the Director – Training & Regional Security Directors (RSD) and assist in the development of new and advanced methods of training and to keep the training at the cutting edge of humanitarian relief.
Provide monthly summary of security training affecting WV and contribute analysis to OCS monthly security reports.
Coordinate assessment, development and implementation of global capacity building plan for security information management based on Regional Security Risk Assessments;
Assist Director – Training to develop basic analysis training for Regional Security Advisors and Field Security staff.
Provide additional “surge capacity” in the event of critical security incidents. Assist Regional Security Advisors (RSAs) develop a mentoring program for keys Field Security Officers (FSOs).

KNOWLEDGE MANAGEMENT & QUALITY ASSURANCE
Lead the process of continuous learning on international best practice in security training and adult learning and identify tools and processes that can be implemented into WV training globally.
Encourage mutual learning on security training (HEAT & SRMT) issues within the Regions and Globally.
Assist in the facilitation and coordination of global security training sharing that promotes the embedding of security management into all layers of WV’s programmes.
Facilitate the documentation of best practices and contribute to the community of practice and centre of excellence.
Review all operational procedures and minimum security incident reporting standards in WV operations that promote alignment with WV’s Core Security Requirements and incorporate them into the training material.
Support and advise Regional, National and Support Offices in the training of all their staff.
Support the Regional Security Advisors in addressing ministry quality issues and needs related to training.
Lead the process of continuous learning on international best practice in security training and adult learning and identify tools and processes that can be implemented into WV training globally.

INTERNAL/EXTERNAL LIAISON & COORDINATION

Engage with Regional Security Directors (RSD) and National Directors to raise the awareness of security training as per WV Corporate Security policies.
Identify, share / facilitate access to security training tools, resources and materials as well as learning and support opportunities for Regional & National Offices. These may include facilitating and conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.
Coordination with other NGOs with similar security training programmes.
Relevant internal and external networks and facilitators are developed to ensure delivery of training and technical capacity needs are available to deliver program.

General
Support activities that will enrich and develop World Vision’s Core Values.
Practice an inclusive leadership style that will be a role model for the staff team, peers and others.
Provide additional “surge capacity” in the event of critical security incidents.
Perform any other tasks assigned by the Director – Training


Knowledge Skills and Abilities
Required:
Relevant experience in NGO Security Training, Military or Police Instructional Techniques, or Adult Education Programs, or related discipline; or relevant work experience in the professional security in the field of Humanitarian Relief.
Relevant undergraduate degree or relevant work experience in the field of professional security.
Sound knowledge of the security (training, education, risk management & program implementation). Understanding of the Security Risk Assessment process, security planning and crises management in the humanitarian context.
Understanding of setting threat or risk levels for specific contexts, considering the strategic and tactical situation.
Excellent oral and written (English) communication skills.
Solid interpersonal, negotiating and networking skills.
Adult Learning Skills and Presentational Training including organisational and problem solving skills.
Ability to work under pressure.
At least 5 years experience in the field of security (military, police or NGO/UN Security)
Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.
Must be willing and able to travel globally as required (estimated 40-50%)
May need to work with other virtual teams of different time zones.

Preferred:
Work experience on a global and/or regional level. At least 5 years work experience with diverse team in a non-profit organisations.
Experience in liaising with all levels of government international organisations & NGOs.
