Duties
ICITAP is a law enforcement development organization whose mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives.
The Advisor will act as a technical advisor on border and customs issues to the Director of the Border Police.
The Advisor will work closely with the Border Police and the local government as a whole on developing strategies for combating terrorism, shoring up the sovereignty of the country, securing the borders, anti-trafficking, smuggling, migration, immigration, and asylum.
The Advisor will be fully versed in the organization of the Border Police, head the policy and procedure development committee, review and comment on new legislation regarding trafficking, the law on citizenship, visas, asylum, and will act as a technical advisor on customs and border issues to the Director of the Border Police.
The Advisor will work with other international organizations (EU IPA, OHR, etc.) and the local government to effect policy agreement and further the interests of USG foreign policy.
Identify training needs for the Border Police, review and develop curriculum coordinate and co-instruct training, as needed.
The Advisor will work to increase the capacity and capability of the Border Police Bomb Squad, Anti-Diversion Control (Airport Units), and the K-9 Unit.
The Advisor will provide mentoring, enhance training, and development of procedures to increase their sustainability for long-term success in combating, detecting and preventing terrorists and terrorist weapons from entering BiH.
The Advisor will provide technical assistance to the Director of the Foreigner Affairs Service in policy and procedures development to include internal affairs, criminal intelligence and criminal investigations.
The Advisor will assist, mentor, and train the Foreigner Affairs Service Field Inspectors in techniques and skills to detect criminal activity related to organized human smuggling, assist in enhancing the Field Inspectors’ ability to identify and develop informants, information and intelligence gathering and analysis, use of intelligence databases and link analysis software.
The Advisor will stress the importance of collaboration among law enforcement agencies.
The Advisor will keep the Program Manager informed of all activities and seek advice before moving forward on any policy development to ensure it is in keeping with USG priorities and policy.
Advisor must be able to develop professional working relationships with BiH Police counterparts.
Although contracted through Engility to work on the USDOJ/ICITAP Program in Bosnia-Herzegovina, the Advisor falls under Chief of Mission authority and is expected to comport him/herself accordingly.
Advisor is expected to do alot of travel throughout the region.
MINIMUM TANGIBLE QUALIFICATIONS:
Masters degree and 15 years of experience.
At least 5 years of management experience.
Experience as a teacher, trainer or advisor on criminal justice agency development programs.
Experience advising executives at state or federal levels on law enforcement experience, and policies.
Trainer/Mentor experience in anti-corruption cases, as well as internal affairs and demonstrated problem solving resolution methodologies.
The described requirements may be substituted by additional years of law enforcement and/or international criminal justice program development and/or training experience.
PREFERRED QUALIFICATIONS:
International law enforcement experience.
