Danish Demining Group is looking for a highly qualified, motivated and hands-on Armed Violence Reduction (AVR) Manager to manage and expand our programming in Côte d’Ivoire. DDG uses a holistic approach to reduce armed violence and promote community safety. DDG implements armed violence reduction (AVR) programmes in a number of countries and contexts that include Cote d’Ivoire, Kenya, Somalia, South Sudan, Uganda and Yemen. DDG’s AVR programming includes several focal areas:
• Capacity development of government and civil society Small Arms & Light Weapons (SALW) management and control
• Mine action
• Conflict prevention and management
• Support to security providers
• Physical Security and Stockpile Management
DRC has been present in West Africa since 1998 and among other things, is implementing cross-border activities in Moyen Cavally and 18 Montagnes in Côte D’Ivoire and Nimba County in Liberia which focus on food security, agriculture, income generation, infrastructure rehabilitation, water, sanitation and hygiene, and peace building and social cohesion.
DDG established its presence in West Africa in 2010 by providing technical assistance to international and national small arms control actors in Liberia with updating the 2006 ‘Firearms Control Act’ and facilitating its enactment into law. In 2013, DDG initiated a Community Safety Programme in Cote d’Ivoire which seeks to stabilise the fragile border areas of Guiglo, Toulepleu and Blolequin, close to the Liberian border.
About the job
As DDG’s AVR Manager in Cote D’Ivoire, you will be responsible for managing the Community Safety Programme and identifying and securing funds for its continuation and expansion (within Cote d’Ivoire and possibly also Liberia). This will include designing, implementing and monitoring the main components of the Community Safety Programme, ie Conflict Management Education, Community Police Dialogue and Cooperation, Risk Education and Community Safety Planning. It will also involve line managing DDG’s community safety staff based in Guiglo, Toulepleu and Blolequin.
This position will require close cooperation with DDG’s Regional Manager, based in Abidjan, particularly with regards to programme development. The Regional Manager will provide the AVR Manager with support for fundraising in Côte d’Ivoire.
Duties and Responsibilities
As AVR Manager, you will report directly to the DDG Regional Manager. Your specific responsibilities will include, but are not limited to:
• Developing and expanding DDG’s programming in Cote d’Ivoire in relation to DRC and DDG’s mandates and DDG’s AVR Framework. This includes identifying new and innovative programming opportunities for DDG, including in association with DRC and other relevant partners.
• Fundraising for the continuation and expansion of the Cote d’Ivoire programme, including proposal writing, development of budgets, narrative/financial reporting and liaison with in-country donors.
• Ensuring that the programme delivers expected outcomes and ensuring that any issues regarding programme effectiveness and quality are addressed quickly and in a comprehensive manner.
• Liaising with government authorities, partners, UN agencies and international and local NGOs in relation to DDG’s programming.
• Representing DDG in relevant national and local coordination forums.
• Financial management, including ensuring proper and timely financial and narrative reporting in compliance with internal and external reporting requirements.
• Recruiting, training and supervising national DDG programme staff. Capacity development and mentoring of national DDG staff will be critical.
About you
To be successful in this role you must have:
• Experience working on issues related to armed violence reduction ie community safety, conflict prevention/management, risk education, small arms control, Security System Reform
• Minimum 5 years of professional experience at an international level working with international NGOs or operational UN agencies
• Minimum 2 years of field experience working in conflict-affected areas, preferably in West Africa. Experience working in Cote d’Ivoire is an advantage.
• Proven experience in programme management, including budgeting, donor relations, reporting, proposal writing, staff management and monitoring and evaluation
• Successful fundraising experience
• Fluency in written and spoken English and French
• Masters’ degree in Social Sciences, Law, International Development, International Relations or related area
• High degree of computer literacy You have experience working under pressure in volatile environments and also have the following:
• Proven ability to manoeuvre in a political environment
• Cultural sensitivity, including ability to adapt well to local cultures
• Gender mainstreaming experience
• Proven initiative and resourcefulness
• Strong liaison, networking and communication skills
• Strong leadership skills, including ability to build and motivate a team
• Innovative and creative thinking
• Strong analytical and reporting skills
We offer
DDG will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work by July 1st 2014 or earlier, and be willing and able to live and work in Côte d’Ivoire. You will be based approximately 50% of your time in Guiglo and 50% in Abidjan. This position will involve significant travel within Cote d’Ivoire, and possibly Liberia. This is a ‘non-family duty station’ and the person must be prepared to live and work in an isolated and unstable security environment with limited recreational and social facilities. Accommodation is provided in DDG guest houses in Guiglo and Abidjan.
