Corrections Advisor - South Sudan

Job Summary
In compliance with the United Nations (UN) mandate and under the supervision and substantive guidance of the UNMISS Police Commissioner the Corrections Advisor- US-United Nations Mission in Sudan (UNMISS) will work to improve the detention conditions of individuals in the criminal justice system awaiting trial. Coordinate with legal and human rights components in the mission as well as liaise with the South Sudanese police, local corrections authorities, and UN Rule of Law, Corrections Division.

Principle Accountabilities
Assist and advise South Sudanese Police Services to improve the detention facilities used for persons in police custody;
Provide inspections of detention facilities and advise on improvements that could be made;
Mentor Local Police through on-the-job training with the goal of enhancing detention skills;
Coordinate and advise with UN Gender and Child Protection Officers in respect to care and treatment of women and children in police custody;

Collaborate and coordinate with Rule of Law and Human Rights components responsible for Government of South Sudan (GoSS) prisons concerning humane treatment and dignity of detention prisoners;
Provide expert advice to UNMIS Police Commissioner and Deputy Police Commissioner (DPC) on issues relating to persons detained in police custody;
Travel to the various southern team sites, visit and inspect the local police jail detention cells, and thereafter prepare written reports and recommendations for review by the UN Police Commissioner and other UN entities;
Provide documentation with recommendations for approval by the DPC and GoSS Inspector General of Police for donor program funding with the intent to improve police facility jail conditions.
Perform other duties as required.

Knowledge & Skills
Thorough knowledge of international standards of Corrections in a democratic society.
Strong analytical skills to include computer literacy (i.e., Excel, Word, Power Point, Project).
Negotiation/counseling/investigation skills to include some formal relevant training.
Excellent written and oral communication skills.

Experience & Education
Four year Bachelor of Arts/Science Degree; Bachelor’s degree in Business or Police Administration/Management (preferred).
A minimum of ten years Corrections experience, five of those years as a corrections supervisor.
International experience preferred.

Physical Requirements/Working Environment
Primary duty station(s) are located in South Sudan.
May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
Place of duty and environmental conditions can be extremely austere, harsh, and work can be performed under hostile and life-threatening conditions.

Travel
Must be able to travel within the provinces/states of Southern Sudan

Qualifications
INL’s Office of Africa and Middle East Programs (AME) advises that suitable candidates should possess:
• 3-5 years of experience minimum in investigating prison incidents and inspections, and
• experience in at least one prison system on developing standards, but preferably more.
