Job Summary
Responsible for OCONUS-based fixed and mobile security operations on assigned DynCorp International (DI) program(s) under the direction of the ACAS Deputy Program Manager (DPM). Assist in developing and implementing security plans to effectively adhere to mission compliance. The Senior Security Manager assists in the development of security policies and guidelines and procedures to ensure mission required performance and coordinate at the direction of the ACAS DPM. The Senior Security Manager assists in all security related activities and concerns with internal and external customers and acts on behalf of the ACAS DPM in his absence.
Principle Accountabilities
Performs many of the following responsibilities as they pertain to assigned program:
Responsible for assisting in all aspects of planning, scheduling, organizing, managing and assessing performance of assigned security personnel under designated contract.
Assist ACAS DPM in ensuring that all security personnel selected for leadership positions are executing their responsibilities efficiently and effectively.
Assess performance of security personnel and ensure proper behavior of all designated security personnel on and off duty.
Assist in ensuring all necessary support is planned, provided and maintained for security personnel to ensure mission performance.
Assist in providing for off-duty needs of security personnel to include: housing, meals and activities to enable security personnel to perform their assignments without distraction.
Preclude behavior that would reflect poorly on the DI, USG, the Department of State, or the local Government.
Directly responsible for supervision of all functional areas of the Security Task Order.
Additional duties as assigned by the ACAS Deputy Program Manager.
Knowledge & Skills
In-depth knowledge of industrial security laws and regulations as applied to Government services programs such as the National Industrial Security Operating Manuel (NISPOM).
Ability to communicate effectively with persons at all levels.
In-depth knowledge of company’s security policies and procedures.
Ability to communicate fluently in the English language.
Ability to obtain and maintain a US Passport
Ability to accurately and concisely write reports of serious incidents and communicate in writing other documents such as Site Security Analyses and Risk Assessments.
Ability to develop, amend and describe to others Standard Operating Procedures appropriate for the threat level and force protection level.
Ability to communicate verbally with others in a concise and understandable way.
Demonstrates a strong ability to read and understand intelligence reports.
Demonstrates the experience and interpersonal skills to direct multiple and diverse security teams and operators.
Demonstrates the skills to instill confidence and commitment during stressful situations.
Demonstrates the skills, training and experience necessary to serve as the Security Subject Matter Expert.
Demonstrates the communication skills necessary to brief an audience on issues related to security.
Be willing to work in a high threat environment and sometimes in austere conditions
Knowledge of various computer applications such as Microsoft applications (i.e. Excel, Word, PowerPoint, Access).
Familiarity with the Federal Acquisition Regulation (FAR) and related federal and state legislation and regulations.
Familiar with both static and mobile security operations.
Technical and tactical proficiency with the various small arms used in support of company operations.
Ability to operate motor vehicles of various weights in a tactical manner both on and off-road.
Ability to obtain and maintain a US passport.
Experience & Education
Former Public Safety/Police, Military or International Security Operations experience no less than a combined total of 15 years
Minimum of one year security operations experience in Afghanistan theater or similar theater of operations
Bachelor’s degree in an associated discipline required.
Physical Requirements/Working Environment
Primary duty station(s) are located in Afghanistan.
Place of duty and environmental conditions can be extremely austere, harsh, and work can be performed under hostile and life-threatening conditions.
May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
Candidate must pass pre-deployment medical screening as required by the contract.
Candidate must be able to pass both weapons qualifications and physical fitness course: The minimum standards are:
Endurance Run completed in 2:10 (two minutes and ten seconds)
Obstacle Course completed in 2:00 (two minutes)
M-4 Rifle qualification scoring a minimum of 240 points on the approved DSS qualification course.
M-9 Pistol qualification scoring a minimum of 160 points on the approved DSS qualification course.
Travel
The Senior Security Manager must be able to travel throughout the country as part of the over site of security operations countrywide as well as be willing to travel in/out of country as the program requires.
Mandatory travel requirements of fifty-two (52) days per one year contract and travel to/from duty locations within country.
