Police Advisor

Bering Straits Orion Management (BSOM) is seeking a Police Advisor I to assess, monitor, advise, and mentor the local civil police in order to ensure that law and order are maintained effectively and impartially according to democratic policing principles, and that human rights and fundamental freedoms are fully protected.
This one-year assignment (with option to extend) will be in various overseas locations (as determined by the U.S. Government). This job WILL NOT be filled for at least 3-6 months and is contingent upon contract award.

Essential Duties & Responsibilities :
Assess existing law enforcement capacity, police institutions, and make recommendations to develop and strengthen democratic civilian policing.
Perform the full range of law enforcement and policing functions, such as patrolling and responding to calls such as burglary, theft, assault, sexual assault, murder, disturbances and family disputes.
Enforce traffic laws, issuing citations, apprehending violators, preparing and submitting reports of patrol activities.
Assess and recommend countries with no existing civilian police structure and require working with other international and local officials and international organizations to create a comprehensive structure and institutions.
Instruct local police officers in areas such as police patrol operations, police ethics, investigative methods and techniques, search and seizure requirements, firearms, defensive tactics, law and community relations.
Assess training needs and current programs in order to propose new courses, determine the feasibility and effectiveness of proposed courses, and identify instructors and resources in order to implement new courses.
Develop curriculum and instruct in a classroom or field setting in the knowledge, techniques and procedures necessary to execute the duties of police officers.
Interact on a frequent basis with members of the host nation law enforcement organization, observing, monitoring and advising host nation personnel on the full range of law enforcement responsibilities and capabilities.
May provide on the job guidance and support to host nation law enforcement personnel.
May perform other related duties as assigned.

Job Requirements :
Must have a combined total of eight (8) years work experience with at least five (5) years begin in a position of sworn civilian law enforcement, in a full service law enforcement agency.
Must have a broad range of law enforcement experience, including supervisory and management, budget and personnel, training and mentoring.
Must be certified as instructors by an accredited U.S. federal, state municipal or county law enforcement entity.
Must have successfully completed or current assignments to U.S. CIVPOL contingents contribute towards active service time.
Must be certified as an instructor by an accredited U.S. Federal, State, Municipal or County Law Enforcement entity.
Must possess excellent writing and verbal communication skills
Must possess excellent negotiation skills and be able to represent the government’s best interests as they relate to relationships with outside organizations.
Must be willing to travel internationally, particularly to developing countries as well as training sites in the US for short periods.
Must be able to work in an environment with frequent shifts in priorities on a day-to-day basis.
Must possess excellent analytical, interpersonal and communication skills.
Must be able to communicate in English.
Must be able to pass company background investigation.
Must pass a nine-panel drug test for THC, Cocaine, PCP (Phencyclidine), Opiates, Methamphetamine, Methadone, Amphetamine, Barbiturates, and Benzodiazepines.
US Citizen eligible for SECRET security clearance.
Must be able to pass a physical exam and an agility test as determined by the employing agency for the job category, as well as a medical and psychiatric exam.
Must either possess a current U.S. passport or have the ability to obtain one prior to deployment.

Preferred Skills :
Experience in a multicultural environment.
Knowledge of International Police and/or Criminal Justice Standards.
Proficiency in one or more of the following languages is desirable but not required: Arabic, Kurdish, Albanian, Turkish, French/Creole, Spanish, Pashto, Farsi, Dari.

Working Environment
Various locations internationally. Candidate must be able to pass a physical exam and an agility test as determined by the employing agency for the job category.
