Women’s Police Corps (WPC) Institutional Trainer

Job Summary
Training advisors shall work continuously with Afghan instructors of ANP training sites to develop the ability of the ANP instructors to deliver initial and advanced police training.
Principal Accountabilities
Coach the developing and existing Afghan instructors as they administer the Course of Instruction. (COI) to the students.
Oversee all aspects of the training to insure that the Afghan instructors are properly and adequately
administering the COI.
In the event of temporary Afghan instructor shortage or when deemed operationally necessary by NTM-A/CSTC-A, the contractor shall conduct the actual training.
Be responsible for overall quality control of the training and testing of each class and assist with any individual tutoring required to maximize the benefit of the training to the student; while teaching ANP instructors the same responsibility.
Review and demonstration of course material: Within two weeks of arrival the contracted mentor shall become familiar with course material.
Demonstrate the ability to deliver classroom-based instruction, hands-on instruction, and weapons training in accordance with the COI.
Development and assessment of Afghan instructor ability: review course material with each Afghan instructor and observe the instructors ability to effectively present training. Intent is to develop the ability of the Afghan instructors to present quality training. Emphasis is on hands-on training given the lack of literacy of most of the students. Identifying opportunities to turn theoretical training into concrete training is important. An example is using role playing as an aid to explain the concept of rule of law.
Weapons instruction and ranges: coordinate for ranges, forecast requirements, plan for logistical support, and provide instruction for weapons ranges. Weapons trained may include pistols, rifles, grenade launchers, and machine guns. Mentor shall also develop the ability of Afghan instructors to coordinate ranges and lead instruction.
Student evaluation. Evaluate progress of students in accordance with the COI through practical demonstration and written or verbal examination. Results will be recorded and reported for each student. Mentor shall develop the ability of the Afghan instructors to perform student evaluations.
Track any modifications to course material and rationale for the changes noted in a separate document. Both the course material (to include changes) and the change log shall be made available in electronic form to the NTM-A/CSTC-A.
Provide feedback on the POI with changes suggested to improve the overall effectiveness of the training.
Review POIs on a semi-annual basis for identification of required changes, and recommend changes and updates to NTM-A/CSTC-A.
Review and become familiar with the COI.
Demonstrate familiarity with the COI by delivering classroom, practical and weapons training.
Assess the ability of each of the Afghan instructors, identify weaknesses in their knowledge and technique, and present a plan for improving their training ability.
Provide NTM-A/CSTC-A quarterly evaluations on the progress and professional competence of the mentored Afghan instructors in relation to the metrics identified in the POI/COI.
Work with the mentor to the training site commander to have the site commander establish a training plan for the Afghan instructors based on the mentors assessment of their weaknesses.
Provide monthly assessments of the progress of each Afghan instructor toward full capability to deliver effective training.
Provide daily status report of number of Afghan instructors by rank and position and number of students in training.
Ensure proper training of the WPC POI to students at the regional training centers.
Other responsibilities as assigned.

Knowledge & Skills
Possess computer skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
Possess strong communication and interpersonal skills
Possess strong organizational, analytical and problem solving skills
Ability to effectively communicate, advise, and train others in principles of the associated staff functions ranging from the administration and personnel through intelligence, operations, logistics, through medical and engineering staff functions, as well as democratic policing.

Experience & Education
Bachelors Degree in a related field from an accredited college or university, or ten or more years of experience in the subject matter area of Law Enforcement and Military Combat Survivability skills.
Law enforcement institutional training experience required for institutional mentors/trainers.
Training advisors shall have at least 3 years of experience as instructors for police or military training at a training site that served not less than 200 students
Border police experience for ABP training sites preferred

Physical Requirements/Working Environment
Varied locations within the Afghanistan Police Program.
Place of duty and environmental conditions can be extremely austere, harsh, and work can be performed under hostile and life-threatening conditions.

Qualifications Candidates must complete a 14 day Personnel Assessment Selection Training (PAST) course as part of the final hiring process for this position. A daily rate is paid to each candidate for each PAST day attended, but candidates are not entitled to benefits. Lodging and meals are covered. Areas of PAST include but are not limited to:

The Endurance Run covers a distance of 1/4 mile. The candidate is required to wear body armor (level 3 or 4 flak jacket weighing on average 27 lbs), a holster with training pistol, and a slinged training rifle (approximate weight 8 lbs). The one-quarter mile run includes one set of stairs both up and down, and must be completed within 2 minutes 30 seconds (2 1/2) minutes or less.

The Physical Agility Obstacle Course must be run within 2 minutes and the candidate is required to wear the same equipment as the endurance run. The Physical Agility Obstacle Course consists of: candidate is required to wear body armor (level 3 or 4 flak jacket weighing on average 27 lbs) with a holster with training pistol, and a slinged training rifle (approximate weight 8 lbs).

· Jumping 2 ft
· Climbing over a 4 ft wall
· Climbing and descending a 6 ft staircase while carrying two (2) 30 lbs ammo cans
· Crawling through a tunnel of approximately 15 ft
· 75 yard sprint
· Climbing a 20 foot ladder
· Dragging, pulling, or carrying a 185 lbs dummy for 20 ft
· Dry firing the trigger on a 9mm handgun four (4) times

·There is no required course sequence other than the requirement that the dummy drag and 9mm trigger pull shall be the last two activities of this event. and must be completed within 2 minutes or less

Upon successful completion of PAST, candidates attend a Deployment Center for approximately 5 – 7 days of additional processing.
