JOB CONTEXT:
HI began working in Libya in March 2011 when an emergency response capacity was deployed to Benghazi and Ajdabiya and later to Brega, Ras Lanuf, Sirte and Misrata, providing Emergency Risk Education to populations caught in the conflict. It deployed its first explosive ordnance disposal (EOD) teams in January 2012 and has since removed over 29,000 items of Explosive Remnants of War (ERW) from over 20 million m2 of land from across the Sirte Basin from priority land including residential, agricultural and educational facilities.

HI currently implements an integrated Conventional Weapons Destruction Program comprising EOD Battle Area Clearance and Spot Tasks, Physical Security and Stockpile Management, Small Arms & Light Weapons (SALW) Awareness and advocacy, Risk Education/ Community Liaison and specific activities that engage civil-society support for emerging disarmament initiatives. HI works to protect most vulnerable and at-risk groups in society during conflict recovery; primary groups at risk from ERW are displaced persons, returning populations, children and young people. HI in Libya currently employs 12 expatriates and 83 national staff across its bases in Tripoli, Misrata and Sirte. It operates in close coordination with the Libyan Mine Action Centre and fellow Mine Action organisations in country.

JOB DESCRIPTION:
Challenges and goals:
Contributing to the implementation of the programme strategy, you are expected to consolidate, to deepen and to extend support services and security management in Misrata and Sirte bases.

Responsibilities will include:
Ensuring effective and optimised coordination between support services and project management as well as effective and continuous coordination with central office in Tripoli, in respect of the organisation procedures.
Ensuring good collaboration between all staff members and build the capacity of national staff in managing the support services.
Being the security focal point for Sirte and Misrata areas.
Representing the organisation among local authorities, INGOs, UN agencies, and other Libyan stakeholders regarding the security management.

Activities:
You will report directly to the Head of Mission. You will be part of the Senior Management Team for the decision making process of the mission.

General mission:
You will undertake the overall responsibility for external/internal coordination of the program in Misrata, as regards to finance, administration, logistics and security management.

CANDIDATE PROFILE:
Mandatory: University degree in relevant subject or business/management school Experience in complex emergencies or post-conflict settings, working in a difficult security environment, in coordination with UN agencies, local government authorities, communities and INGOs.
At least 1 year experience in managing finance, administration and logistics of humanitarian program. Previous experience in team management.
Experience in Security Management or in working in unsecure areas.
Ability to develop relationships with community, international community, local formal and informal power structures, and other local actors.
Proven communication, interpersonal, representation, negotiation and leadership competencies. Methodological and organisational skills related to Support Services Management
Good analytical and conceptual skills.
Comprehensive understanding of capacity building issues
Capacity to work under pressure and unsecure environment.
Teaching/mentoring skills Decision making ability Ability to represent, liaise and negotiate at different levels.
Good communication spoken and written skills.

Complementary:
Postgraduate qualification in relevant subject
Previous experience as base coordinator in an insecure environment.
Experience in Mine Action working environment.
Knowledge of Arabic or previous experience in Arabic countries

REQUIRED LANGUAGE SKILLS:
Fluency in English

JOB ENVIRONMENT:
The position is based in Misrata, with frequent trips to Sirte, and more occasionally to Tripoli (However, it is to noticed that the main location of the position can be switched to Sirte for permanent or temporary basis, depending on the needs of the mission). Roads are in good states, nevertheless, traffic is hazardous in Libya. Living conditions in Libya are good; premises and offices are well equipped and comfortable. He/she will share accommodation with 4 other expatriates: 1 RE project manager, 1 EOD Operations Manager and 2 EOD Team Leaders. Misrata and Sirte offer access to many services and about all items are available. Security: Level 2 on 4 for the whole country (situation slightly tense). Curfews and movement restrictions have been decided for some part of the country. The security is good in Misrata at daytime within the city centre – curfew at 10pm. Security is subject to more concerns in Sirte but still remains acceptable to conduct activities, as there is no direct danger for the team – curfew 8pm. The overall situation in Libya is generally considered as acceptable for running activities normally. However, the context is still fluctuant and unpredictable, especially in Eastern areas. Libya is also an (currently moderate) Islamic state but cultural sensitivity and religious respect are obviously required.

EMPLOYMENT CONDITIONS:
Salary: 2200-2400 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
