The Handicap International Safety and Security advisor role is to provide leadership in development and management of the country safety and security strategy and to provide support to the Head of Mission on management of safety and security issues. The overall objective of the Safety and Security advisor is to ensure and strengthen the HI security risk management model in country, conduct risk and vulnerability assessments, design security tools (i.e. SOP, contingency plans, etc), provide recommendations, implement security rules and procedures and to conduct training of staff on the field.

Location:
Northern Syria: Aleppo and Idlib Governorates
Possibly other Governorates (Hama, Homs, Ar-Raqqah and Deir ez-Zor, etc)

Duration:
3 months with possible extension (to be re-evaluated)
Starting with 2 weeks of extensive security assessment
Mission duration adjustable depending on availability.

Reporting to:
Head of Mission for North Syria with communication and coordination with the Head of Safety and Security Unit at HQ level

Main Objectives
Gain a thorough understanding on safety and security issues in Syria.
Recruitment and training of a National Security Officer
Conduct a full safety and security assessment in Handicap International areas of operations in Syria and develop a risk assessment in conjunction with the Head of Mission and with the technical support of HI Head of Safety and Security at HQ level.
Provide feedback and advice on the assessment on security risks, as well as resources, security documents, strategies and good practice for safety and security management of the HI activities into country including direction for future proposals.
The mission is to be conducted in-line with HI’s security policy; essentially the risks identified against staff, beneficiaries and assets should be accompanied with an analysis on how vulnerabilities can be reduced in order to mitigate those risks so that maximum program implementation is facilitated. This objective will be achieved through:
Context analysis (internal and external) and potential scenarios having impact on safety and security of HI, on staff, on beneficiaries and on the humanitarian community
Evaluation of the current HI security management in Syria: security plan and guidelines, SOPs, contingency plans, etc.
Recommendations on actions to be taken clearly labelled as IMMEDIATE, PRIORITY or ROUTINE and suggested timelines. The recommendations are to be made in-line with the NGO/ICRC Code of Conduct and the HI Code of Conduct.
At the first stage, focus should be provided at Idleb Province, Harim district where the HI activities are presently conducted and secondly on new areas of intervention and on implementation of new projects including evaluation missions if required.
In conjunction with the Head of Mission, review the safety and security plan/guidelines for North Syria and evaluate, assess and update all SOPs and contingency plans currently in place and/or develop additions whenever required.
Insure that all safety and security procedures are implemented in time-efficient manner in Syria and that the rules are respected by all staff at all times.
Permanently working on maintaining and improving a network with various contacts and partners (International NGOs, local NGOs, authorities, private informers, etc) aiming at developing an effective and efficient security related information collection.
Provide constant advice, assistance and support on how to gain and/or reinforce our acceptance in the community and with other actors in our areas of intervention.
Organize and provide extensive training on any security related issues to all HI staff ; induction for new comers, regular briefing for international and national staff on security rules and procedures and any other specific training for staff

Task & Responsibilities – (Example of typical activities but not limited to)
Security context, analysis & procedures
General and specific context analysis on the current situation
Mapping of security incident and data compilation
Methodologies for ensuring that security information is recorded and analyzed regularly
Assumptions and potential scenarios on how the security situation can evolve
Conduct an extensive risk and vulnerability assessment
Recommend mitigation measures to be implemented
Security guidelines and procedures, SOP, contingency plans
Identify minimum standard in security and medical capacity for any emergency program staff deployed in present or future mission.
Undertake a safety and security risk assessment within environment in the different location visited by the HI team, including assessment.
Recommendations for improving security of HI working sites and premises, setting up of new HI bases in area of intervention.
Discussions with Country team on the organiSation of the current analysis of security risks.
Advise on which operational model we need to use for HI to operate in Syria and access to beneficiaries in spite of / considering the hostile security situation.
Identify medical and security evacuation services and define best contingency plans per working / program location.
Communications systems: outline the positive and negative factors of particular communications equipment and their appropriateness or usefulness in the context.
Transport system and rules: provide recommendations on how to improve our transportation system as well as improvement of the tracking system.

Networking
The security adviser should gather information on all relevant topics from as many sources as possible
Development of appropriate security information networks relevant to HI,
Meeting with the different stakeholders present in Syria.
Participate to the implementation of a security management system under the supervision of INSO, being a security focal point for the NGO community into region.
Assess what are the current security procedures of the others NGOs.
Outline what should be the main security related procedures to be in place to be able effectively operate within the current/future environment.

Security training and briefing
Continuous appraisal of capacity needed and capacity building of staff
Responsible for the security briefing and induction of any new international staff
Organize minimum and context relevant training of all HI staff in general safety and security, including first aid, communication equipment, dressing code, etc.
Provide specific security training for different categories of staff whenever required; i.e. "driving in hostile environment" for drivers, "prevention of abduction" for all field staff, etc).
Provide ad hoc briefing and security meeting when required.
Recruit and train a National Security Officer

Meeting and reporting
Provide incident report or support in compilation when required/needed
Provision of a weekly report including context analysis and security highlights
Development of internal information system sharing
Implementation of an HI internal security tree and flash alert system
Participates in the mission weekly meeting and/or organize security meeting when relevant
Participates in all external security related meeting and provide a feedback to the Head of Mission

Skills and Competencies
Considerable and strong security planning and implementation work experience gained in the context of field relief operations in insecure areas.
Substantial experience of working in conflict-affected areas and of associated risks to personal and organizational security
Security assessment/review experience and analytical and planning skills
Substantial experience in developing of security management
Experience of working with INGO and substantial experience of working with teams of people with varying experience of security planning and management
Experience and ability to work effectively with multi-disciplinary and multi-cultural teams
Proven excellence in communication and liaison skills
Good oral and written reporting skills in English
Good written and spoken English is essential, Arabic would be a distinct advantage
Capacity to work with limited supervision.
Initiative and creative thinking, patience, sensitivity and tact
Ability to work under pressure and in response to changing needs
Commitment to the Red Cross and NGO Code of Conduct
Knowledge of the Syrian context would be a distinct advantage
