Job Summary:
The Defense Modernization Division of Cubic Applications, Inc. is seeking a recently retired, combat arms U.S. Army Colonel or Lieutenant Colonel with a strong background in military personnel management for a full-time consultant position to support the Georgian Ministry of Defense (MOD) and the Georgian Armed Forces (GAF). This individual will support the ongoing military personnel transformation process designed to
deliver a system consistent with western/NATO norms. Advisor must have experience in developing HR policies, procedures coupled with strong hands-on experience in delivering services at the operational and tactical levels. Importantly, the Advisor will be responsible to mentor and assist senior Georgian HR counterparts in developing their internal capacity.

Essential Job Duties and Responsibilites:
Individual will assist Georgian counterparts in developing and implementing a fully functional Military Personnel Management System (MPMS). Key duties will require strong interpersonal skills in dealing with Georgian HR leadership from both the MOD and Joint Staff J-1. The envisioned MPMS encompasses a comprehensive set of programs supporting full life-cycle personnel management: recruitment, evaluation reporting, assignment and distribution, professional development, promotion, retention, compensation, separation, social benefits and information management. Some of these components have already been delivered and are in the process of being institutionalized, while other programs will need to be collaboratively developed and implemented. These actions will require the HR Advisor to mentor and assist counterparts to ensure all MPMS actions are consistent with MOD/GAF requirements. Performance of these responsibilities will require both conceptual thinking and the practical ability to deliver tailored products based on proven HR principles to meet specific Georgian requirements while ensuring all system components remains fully integrated.

Required:
Excellent communications skills required, both written and verbal, to include the ability to conduct briefings for senior level leaders, conduct effective instruction, develop/write concepts, policies, information papers, standard operating procedures and programs of instruction;
Maturity, patience, and the ability to successfully teach and convey complex information;
Strong writing and computer skills;
Combat arms experience;
Graduate of Command and General Staff School;
Applicant selected will be subject to government security investigation and must meet eligibility requirements to access classified information.
Extensive background and experience with US Army Automated Personnel Mangement Systems.

Highly Desirable:
Personnel assignments at Corps or Division levels;
Graduate of Senior Service College;
Masters Degree;
Experience in managing and introducing automation systems is highly desirable.
