Responsibilities:
Serve as Site Manager for a Life Support Services contract in Iraq in support of the State Department. The Site Manager will be responsible for management of the labor workforce, utilizing resources to accomplish operation requirements in an environment that requires flexibility, adaptability and responsiveness to meet overall requirements of this contract. The Site Manager will report to the Program Manager in the management of multiple geographical sites and functions to support critical client mission activities of this contract. Supervise and coordinate a wide portfolio for life support activities ranging from fuel operations, food services, fire protection, postal services, MWR activities and transportation services of all locations covered by this contract
Perform duties as the PAE authorized representative for the overall performance of a wide breadth of service, to include direct oversight and management of subcontractor performed contract services in a geographically dispersed environment
Serve as the on-site point of contact for formal discussions with subcontractors, including frequent interaction with the intent to sustain and foster positive relations
Review business systems administration, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency
Monitor cost control, financial reports, budgeting, and overall operating costs
Oversee the coordination of work priorities and monitoring of methods, procedures, and programs
Ensure continuity of support during PAE personnel changes
Recommend, develop, implement, establish and enforce procedures and programs to increase efficiency and improve cost effectiveness to the program
Key responsibilities on contract performance include adherence to company and government processes, regulations, and statutes
Establishes milestones and monitors adherence to master plans and schedules, identifies program challenges and obtains solutions, such as allocation of resources or changing contractual specifications
Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions
Directs the work of a diverse employee population assigned to the program and must be able to work in austere conditions
Qualifications:
Minimum of ten (10) years’ experience in management and coordination of life support services, with a minimum of five (5) years’ experience in large facilities with contingency operations, expeditionary logistics and/or supply chain oversight and management
Five to seven (5-7) years of international experience in challenging location(s), preferably the Middle East
Bachelor’s degree in a related field, or six (6) additional years of related experience
Demonstrated ability to perform as an Site Manager, with a working knowledge of technical areas
Successful management of subcontractors in multiple sites, in geographically dispersed locations
Ability to evaluate financial program effectiveness; develop/maintain financial control mechanisms, and manage a multiple line item budget
Ability to collect, analyze and summarize data and to prepare clear and concise reports
Excellent communication skills, both oral and written
Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures
Exercise sound judgment and make decisions independently
Excellent ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment
Experience working in Iraq, with a working knowledge of customs and cultural differences preferred
Department of State (DoS) experience preferred
Secret Clearance is required
Must be a U.S. Citizen
