Site Coordinator

Employer: XL Associates 
Location:  Kinshasa, Democratic Republic of the Congo

Position Description
Serve as a liaison between
the customer Office and second party contractor (SPC), and provide instructions to the SPC
at the direction of the Office.

Duties may include coordination efforts with U.S. contractors, non
governmental agencies, the U.S. Embassy
in Kinshasa, and other U.S. government representatives, as directed by the Office.
Ensure the SPC complies with all contract
requirements and any Task Order/Statement of Work issued under that effort
Provide technical direction to the SPC’s project and
program managers, as determined by the Office’s Contracting Officer Representative
(COR).
Work closely with the COR regarding
any changes or modifications to the SPC’s Statement of Work and/or personnel
Ensure that all SPC deficiencies and failures are
brought to the attention of the COR and assist in verifying the SPC’s invoices a
nd vouchers for factual identification of authorized
expenditures

Conduct visits to the SPC’s area of operations to complete the following activities:
Monitor the SPC’s performance
Monitor changes in the technical performance affecting personnel, th
e schedule, deliverables, and price or costs
Inspect and monitor the use of Government property
Monitor all procurements conducted by the SPC to ensure full compliance to the Federal Acquisition Regulations (FAR) for fair and equitable competition
Ensure that SPC employees are performing all of the work under their contract.
As possible, inspect equipment, verify services,and provide reports to the COR.
Attend and document critical meetings and conversations with the SPC.


Qualifications
Civilian and/or former U.S. Military with some background in project management, design, and implementation
Experience training and developing foreign militaries
Candidate must be familiar with government contracting and the U.S. Federal Acquisition Regulations (FAR)
Minimum of five (5) years of experience living and working in developing country
Must have some knowledge of the DRC’s geography, economy, political structure, and knowledge of the Armed Forces of the Democratic Republic of the Congo (FARDC)
French language abilities preferred

Education Requirements
Bachelors degree in a related field

Clearance Requirements: All candidates must pass a preliminary background check.

Travel Required:Some travel may be required.
