Job Summary:
Security Subject Matter Expert (SME) serves as a member of a diverse cell of highly trained professionals tasked to collect relevant education and training data as part of an overall effort that includes four Operational Focus areas: Safety, Security, Defense, Emergency Management and Crisis Planning (SSDEC). The Security SME carries out interviews and analyses that enable the Client to develop Centers of Excellence for delivering accredited training courses and programs to multi-Agency personnel. This effort is guided by an approved project plan and undertaken largely in the Middle East. You are required to produce deliverables that are consistent with the overall project design. Deliverables are written (print and digital) reports and verbal presentations which document the
current state of assessed data and recommendations for efficiencies and improvements.

Essential Functions:
Based on education, experience and skill level, the Security Subject Matter Expert is required to fulfill some or all of the following functions:
Lead or assist in defining education and training data collected for the development of a comprehensive and highly structured database
Lead or assist in analyzing education and training data and provide recommendations in a responsive manner to the Client
Collect education and training data from the Agencies using approved security processes and protocols
Demonstrate the experience and ability to work independently and/or to lead or supervise a team of specialists
Coordinate and manage the preparation of analysis for policy development and training methodologies
Conduct preparation of analysis for policy development and training methodologies
Produce deliverables – reports, studies, and related documentation
Qualifications Requirements:

SME I: You qualify at the Subject Matter Expert I level - if you possess a Master’s Degree and 3-5 years or a Baccalaureate Degree and 10+ years of specialized training and/or experience, to include:
Expertise in the particular subject matter area to which assigned
Demonstrated management and planning skills
Demonstrated ability to work with minimal oversight in a variety of roles
Demonstrated experience and knowledge of SSDEC training and staff development
Excellent written and verbal communication skills
Advanced Microsoft Office Suite Skills (emphasis in Access and Excel)
Previous work experience in the Middle East is preferred
Possess active US Secret or higher security clearance
Possess a valid US Passport
SME II: You qualify at the Subject Matter Expert II level – if you possess either a Master’s Degree and 5-7 years or a Baccalaureate Degree and 15+ years of specialized training and/or experience in these additional areas:
Demonstrated leadership skills; provide technical guidance to staff
Demonstrated expertise of interagency functions and relationships

Education and/or Experience:
Master’s Degree strongly desired and minimum 3-5 years of experience; or Bachelor’s Degree and minimum 10+ years of specialized training and/or experience
Certifications strongly desired in: Certified Chief Security Officer; Certified Physical & Information Security Management; and /or Certified Physical & Information Security Consultant
Based on education, experience and skill level, the Candidate must possess demonstrated knowledge and/or proven performance in one or more of the following tactical focus areas related to Security: Conduct and management of criminal investigations; Managing counter-terrorism; Command and control of major incidents; Coordinated approaches to border security; Crime scene investigation and management; Protection of critical infrastructure; Managing domestic security through risk management and community engagement
At a minimum, Candidate must have experience working in the field of Military Staff Development and Training including: Policy, institutional planning, and organizational procedures; Board governance and government relations; Quality assurance and program evaluation; and/or Community engagement and industry liaison
This is a full-time, permanent employment opportunity with primary duty location in the Middle East. Although this position is for work in the Middle East, it is a “no body armor required” position.
