DDG Global Mine Action Advisor - Copenhagen, Denmark

Danish Refugee Council (DRC) is strengthening its work and engagement within Mine Action. Therefore, DRC is seeking an experienced, Global Mine Action Advisor for the Danish Demining Group (DDG).
DDG’s work encompasses Mine Action (MA), Armed Violence Reduction (AVR) and Safety & Security. Each sector is headed and guided by a focal point / global advisor. The role of the Global Mine Action Advisor is to manage and develop DDG’s Mine Action (MA) programs.
DDG is presently engaged in Iraq, Afghanistan, Sri Lanka, Vietnam, Colombia, South Sudan, Uganda, Myanmar and Somalia/Somaliland, Kenya and West Africa.

THE OVERALL RESPONSIBILITIES OF THE GLOBAL MINE ACTION ADVISOR WILL BE TO:
• Set the strategic direction for DDGs work within MA. Make the consultative processes with DDG Country Directors and teams in order to agree on overall goals and priorities for the sector. Draft strategic plans for the section and ensure its implementation.
• Represent DDG Mine Action towards donors and at key meetings such as Treaty meetings, IMAS review board and others.
• Keep DDG at the forefront within international Mine Action in terms of effective and efficient solutions to Mine and ERW problems.
The work is conducted in close cooperation with DDGs Chief Technical Advisor.

REPORTING
The Global Mine Action Advisor reports to the Head of DDG

MAIN TASK AND RESPONSIBILITIES WILL INCLUDE, BUT NOT BE LIMITED TO:
• Ensure quality and coherence of the mine action activities in each country of operation, together with Chief Technical Advisor. Establish and agree on a work plan for Chief Technical Advisor and monitor and follow up to the implementation of the plan together with Chief Technical Advisor.

• Explore and implement quality improvement, innovation, cost-efficiency and effectiveness to the mine action programming and operations through field studies, impact assessments, program monitoring, and research external to DDG.

• Maintain and develop the mine action portfolio and sector within DDG through provision of support to Head of DDG in policy-making, strategic planning and fundraising related to mine action and physical security & stockpile management.

• Identify ways to integrate DDG’s mine action, safety & security, and AVR portfolios; and ways to further consolidate mine action work with DRC activities in protection, livelihoods, infrastructure and development.

• Raise the profile of DDG in global mine action by communicating innovation and quality to the global and regional stakeholders. Represent DDG in international conferences, donor meetings, IMAS review board, workshops of ICBL and GICHD, and others.

• Develop and present concepts and proposals to donors to expand DDG’s project portfolio, budget and market share in the shrinking global mine action environment, including commercial initiatives, and emergency response capacity for mine action.

• Organise and deliver relevant training and coaching to DDG country directors, and arrange for Chief Technical Advisor to do the same for Operations Managers and Technical Advisors.

• Set objectives for Country Directors in terms of effective fundraising for mine action (stockpile destruction, demining, risk education, advocacy) and physical security & stockpile management, and provide support in realisation of these efforts.

• Monitor global mine action sector’s dynamics and trends drawing from DDG’s present position and relationships, policies and standards, aligning DDG’s mine action programming proactively. • Implement IMSMA/GIS based universal reporting format and database for DDG mine action, building on the new database developed for armed violence reduction.

QUALIFICATIONS
• Proven experience with programme management

• At least five years work experience from international humanitarian Mine Action organisations

• Strong communication skills

• Good personnel skills – a calm and diplomatic disposition will be preferred.

• Experience with fundraising and proposal writing with in Mine Action

• Experience from the commercial sector preferred

• Fluency in spoken and written English

TERMS

Commencement: ASAP

Duty station: Copenhagen, Denmark/ some flexibility in terms of duty station can be negotiated.

The post is based on the national Danish labour law and DDGs HQ salary system, and is as such a national posting.

For international candidates support to housing can be negotiated.

Expected travels between 80-100 days a year to donors, DDG programs, workshops, etc.

Salary and conditions are in accordance with the Danish Refugee Council’s agreement with the AC organisations.
