Position Summary
The Chief Security Officer (CSO) is responsible for strategically planning and delivering security services to ISP in order to promote a healthy and safe environment for the school community, which includes staff, students and visitors to the school premises. This position is responsible for providing strategic advice and feedback to the School Director and the Board of Directors regarding matters of security, safety and risk for the ISP community in accordance with its changing needs.
This position is also responsible for the school’s risk management, crisis and emergency response program. The CSO is responsible for all business aspects of the Security Unit, including budgetary control, contract management, systems development, and a high degree of customer service. The CSO is required to establish effective relationships with key stakeholders, negotiate with external authorities, contractors, and suppliers and to develop intelligence networks to achieve the best security outcome for ISP. The position is responsible for managing delivery of contractual obligations with outsourced security providers. The CSO assists the School Director and works closely with sections and cross-functional groups within the school.

Organizational Accountabilities
ISP is committed to the health, safety and well being of its staff. ISP also expects staff to comply with its policy and procedures, which relate to statutory requirements and best practices. Appointees are accountable for completing training on these matters and ensuring that their knowledge, and the knowledge of their staff, is up to date.

Key Accountabilities
1. Develop and implement a 5 – 10 year strategic plan for providing security services at ISP, aligned with the school’s strategic goals and utilizing best practices for educational organizations of our size.
2. Provide high level strategic planning and advice, supported by accurate research and data and in line with the 5-10 year security strategic plan, on the methods that will maximize the security and safety of the ISP community.
3. Provide strategic security advice and feedback regarding any planned ISP programs or projects.
4. Manage all business aspects of the ISP security operation including service delivery, outsourced contracts and budget.
5. Develop a committed, integrated and competent team of security personnel, both internal and contracted. Maintain high standards and proactively lead change to develop team capabilities that meet ISP’s current and future security needs.
6. Effectively manage key stakeholder relationships, including ISP security contractors, school personnel, students, visitors and external services that may be required in the case of an emergency.
7. Drive high-level performance of the outsourced security contract through management of Key Performance Indicators (KPIs), analyses and monthly tracking reporting.
8. Provide semi-annual comprehensive report to the Board of Directors. Prepare written proposals and reports for action where areas of concern are identified.
9. Provide expert technical and operational solutions in relation to security systems, investigations, crime prevention, crisis and emergency response planning and training, and electronic access and lockdown procedures for ISP. Develop a culture of crime prevention, incident reduction and traffic management.
10. Develop high quality, effective technological systems to meet ISP’s changing security needs, including identification of new requirements necessary to drive change. Lead and actively engage in procurement for security systems provision.
11. Ensure the development and maintenance of a comprehensive suite of ISP security policies and procedures.
12. Provide expert leadership to ISP in situations of crisis, including attendance on site, management of specific incidents and provision of cross-functional support in response to critical issues.
13. Develop and maintain critical external support networks, contacts and relationships to best position the school with respect to its security responsibilities.

Key Selection Criteria
Essential:
1. Experience in strategic planning and providing high-level advice for security in a large complex organization.
2. Strong analytical, strategic and problem solving skills, innovative problem solving and the ability to manage an international school security operation.
3. Experience in the management of a security budget and outsourced security contracts.
4. Experience in successful management of complex stakeholder relationships, both within and outside the organization. Proven ability in providing a high level of customer service to a wide variety of stakeholders and development of a team with a client-focused approach to security services delivery.
5. Demonstrated ability to manage a security team, including internal and contracted personnel, and to effectively lead an in-house unit through a period of change; proven ability to successfully manage change and the associated processes.
6. Knowledge of security technology and operational systems, and the development and implementation of security policies and procedures in a large organization.
7. Excellent written and verbal communications skills including demonstrated experience in the preparation of written business cases and briefings for use at the Board level. High-level negotiation skills and proven ability to communicate effectively at a wide range of levels.
8. Sound judgment, the ability to quickly assess options and make decisions for the optimum benefit of ISP and proven understanding of risk management in a large complex educational organization.
9. Ability to work autonomously but also as part of a team.
10. High level of proficiency in computer skills.


Qualifications
• Experience in management of security in a large organization
• A qualification in relevant discipline and/or extensive relevant experience
• Certified Protection Professional (CPP) or Physical Security Professional (PSP) from the American Society for Industrial Security (ASIS), Chief Security Officer (Certification from Canada) desirable
• Strong network of security contacts in Panama.
• Native Spanish and very good oral and written English language skills.
