Background Information
It’s part of the operational policy of MSFCH to intervene in unstable and conflict settings in proximity to victims with direct MSF staff and activities. By its presence in those insecure contexts, MSF staff, patients and activities are exposed to security risks and incidents. The MSF movement faced several serious incidents in the last years. MSFCH has reaffirmed its commitment to remain present and involved in those evolving environments to assist population in needs. For this reason, the decision has been taken to create one senior position to review and upgrade our security management with the
current reality of our operational project. This position will focus on the following objectives:
To analyse MSF policy on risk reduction strategy
To review strategy, practices and tools for security analysis and management
To support the field teams within the operational line management
To finalise the crisis management protocol.
To develop a training course strategy for security management
General Objective
In support of the OCG’s strategic objectives and field operations, the general objective of the position is to review, develop and support the implementation of security management within the operational line.
Responsibility and Main Tasks
Review of practice and tools for security management
conducts reviews of security management in MSFCH
evaluate the tools and procedure in place
Develop and propose an updated security policy for OCG
review of the actual security policy guideline
elaborate and propose a strategic vision in security management
propose news tools, procedure and approaches
conduct the elaboration of an updated security policy guideline
Implementation of the crisis management protocol
Finalise the new crisis management protocol with the management team
Provide support for its implementation in HQ and field
Ensure its dispatching and appropriation along the operational line (field & HQs)
Train the operational line on crisis management (simulation)
Assist the field team and desks in the review and/or conception of security strategies
perform security field visits
assist field and coordination team, RP and direction of operation to identify and introduce necessary changes in term of security management
Build internal capacity on security management
Develop the security training course
Participate to security modules within existing training (fieldco, admin, HoM,…etc)
Participate to exchange and discussion within the MSF movement and towards potentials others actors on the subject
Organize / support the documentation of OCG's security incident
Ensure that OCG’s security incidents and problems encountered are reported, documented and recorded
Provide an analysis and recommendations on security incidents trends
Position and functional relationship
He/she is part of OCG Operations Department management team and directly under the director of operation and his deputy
Close working collaboration with Programme managers of the Operations’ Department, Head of mission and field coordinator in the field
Qualifications / Profile
Solid experience in operations and security management at senior level (at least four years)
Strong security context analytical skills and capacity to develop strategic vision
Ability to work with teams and to interact with them
Availability for field travels and to other MSF sections
Fluency in both English and French languages.

Based in Geneva with several field visit
